Job Summary
The Recruiting & Onboarding Specialist owns the full-cycle caregiver and administrative hiring process from candidate sourcing through the first 90 days of employment. This role ensures that qualified candidates are effectively recruited, seamlessly onboarded, and supported through structured engagement and retention practices that reduce turnover and strengthen workforce stability.
This position blends recruitment, onboarding, and early employee engagement into one continuous workflow aligned with HomeWell Care Services’ mission, values, and commitment to quality care.
Essential Duties and Responsibilities
Full-Cycle Recruitment
- Develop and implement recruitment strategies to attract qualified caregivers and administrative staff.
- Source candidates through job boards, social media, community partnerships, career fairs, training schools, and local events.
- Screen resumes and applications to assess qualifications and position fit.
- Conduct phone screenings and in-person interviews to evaluate skills, experience, and cultural alignment.
- Collaborate with hiring managers to coordinate interviews, gather feedback, and support hiring decisions.
- Prepare and extend employment offers and guide candidates into the onboarding process.
- Maintain accurate recruitment records within the Applicant Tracking System (ATS).
- Build and maintain relationships with local schools, training programs, and community organizations to strengthen candidate pipelines.
- Represent HomeWell at recruitment events and community engagements.
Onboarding & Pre-Employment Processing
- Coordinate all pre-employment requirements including:
- Background checks
- Drug screenings
- TB testing and medical clearances
- Fingerprinting and required state compliance documentation
- Communicate with candidates post-offer to guide them through onboarding steps.
- Track completion of all onboarding documentation to ensure full compliance with state regulations and company policy.
- Schedule and facilitate new hire orientation sessions.
- Ensure a smooth transition from hire to active scheduling readiness.
- Provide hands-on support to new hires during their first weeks of employment.
Employee Engagement & 90-Day Retention
- Execute HomeWell’s structured 90-day retention program with check-ins at:
7 days – Conducted by Recruiting/Onboarding Team
30 days - Passed to Care Team, ensure this was completed
60 days - Passed to Care Team, ensure this was completed
90 days - Passed to Care Team, ensure this was completed
- Conduct stay interviews and track feedback to identify trends impacting retention.
- Support employee recognition and engagement initiatives to promote morale and job satisfaction.
- Track retention metrics and turnover data to inform continuous improvement strategies.
CoachUp Care Program & Engagement Support
- Promote participation in the CoachUp Care recognition and reward program.
- Assist with pulse surveys and employee feedback collection.
- Support coordination of engagement activities, challenges, and team-building initiatives.
Compliance & Process Optimization
- Ensure all recruiting and onboarding practices align with:
- HomeWell policies
- Delaware State Regulations
- HR best practices
- Maintain organized records of recruitment, onboarding compliance, and retention data.
- Identify opportunities to improve workflow, efficiency, and candidate/new hire experience.
- Support continuous improvement of the recruiting onboarding retention pipeline.
- Provide weekly hire updates to appropriate individuals (Finance, COO, CEO, etc.)
Qualifications & Requirements
Education & Experience
- High School Diploma or GED required
- Associate’s or Bachelor’s degree in Human Resources, Business Administration, or related field preferred
- Minimum:
- 2 years recruitment experience (healthcare/home care preferred)
- 1–3 years onboarding, HR support, or employee engagement experience

- Ability to manage multiple candidates and onboarding timelines simultaneously
- Proficient in Microsoft Office and HRIS/ATS systems

Other Requirements
- Must pass pre-employment physical and drug screening
- TB test required
- Criminal background check and fingerprinting required
- Willingness to travel between Georgetown, Milford, and Smyrna offices for meetings, onboarding, and events
