Job Summary

We are seeking an experienced Staffing Program Manager to manage statewide temporary personnel services for Virginia government agencies, higher education institutions and other authorized public bodies.

The candidate will oversee recruitment, candidate screening, personnel deployment, contract administration, workforce compliance, client communication and staffing performance.

Key Responsibilities

  1. Recruitment and Staffing Operations
  • Manage temporary staffing requests across designated geographic zones and occupational categories.
  • Source, screen and submit qualified candidates based on agency requirements.
  • Coordinate candidate interviews, technical assessments and selection processes.
  • Manage urgent staffing requests and employee replacements.
  • Maintain a qualified candidate pipeline.
  1. Government Contract Management
  • Manage staffing operations under Virginia statewide contracts.
  • Coordinate with government agencies regarding staffing requests and assignment requirements.
  • Monitor contract compliance, staffing performance and service delivery.
  • Manage client relationships and resolve staffing-related issues.
  • Support contract transition and employee onboarding.
  1. Workforce Compliance
  • Oversee criminal background checks and professional credential verification.
  • Coordinate fingerprinting and additional screenings when required.
  • Ensure compliance with applicable employment, workplace safety and privacy requirements.
  • Monitor employee attendance, performance and assignment completion.
  • Maintain appropriate employee and assignment records.
  1. Staffing Administration
  • Oversee payroll coordination, timesheets and billing accuracy.
  • Monitor staffing availability and assignment schedules.
  • Coordinate replacement personnel when employees leave assignments or fail to meet requirements.
  • Manage communication between recruitment teams and government clients.
  1. Quality Assurance
  • Conduct regular staffing performance reviews.
  • Resolve employee performance and attendance issues.
  • Monitor staffing fulfillment and replacement timelines.
  • Maintain client satisfaction and compliance documentation.

Required Qualifications

  • Experience managing temporary staffing services and recruitment operations.
  • Knowledge of government staffing contracts and compliance requirements.
  • Experience coordinating candidate screening, onboarding and workforce deployment.
  • Strong communication, account management and problem-solving skills.
  • Ability to manage multiple staffing requests and coordinate with government clients.
  • Knowledge of payroll administration, employee documentation and staffing performance monitoring.
