Position Title: Manager, Franchise Talent Acquisition & Recruiting Enablement

Department: Franchise Operations

Reports To: VP of Franchise Operations / Chief Operating Officer

Location: PSB Corporate Headquarters (Charlottesville, VA — On-Site)

Employment Type: Full-Time, Exempt

Target Audience Served: Franchise Owners & Store Managers across ~330 locations and 9 home services brands (360° Painting, House Doctors, Maid Right, ProLift Garage Doors, The Grout Medic, Kitchen Wise | Closet Wise, Window Gang, Wise Coatings, and Rubbish Works).

Scope Boundary: Excludes corporate staff hiring. Solely focused on enabling franchisees to build, run, and optimize self-sufficient field talent operations.

Key Responsibilities & Deliverables

1. Playbook Development & Sourcing Kits

  • Build brand-specific hiring toolkits for core field roles (garage door techs, handymen, painters, cleaners, grout/tile techs, junk removal crews), including standardized job descriptions, ad templates, interview rubrics, skill-based practical tests, and offer letter templates.
  • Establish defined end-to-end hiring workflows with targeted SLAs (time-to-contact, time-to-interview, time-to-hire).
  • Formulate local market pay and benefits benchmark guides so franchisees can make competitive offers.
  • Produce localized employer branding assets (career landing pages, recruitment videos, employee testimonial stories).

2. Franchisee Training & Enablement

  • Author and facilitate the talent acquisition curriculum for new-franchisee onboarding.
  • Conduct ongoing live webinars, brand conference workshops, and digital self-paced modules in the LMS.
  • Provide targeted 1-on-1 coaching for new franchisees and locations experiencing chronic labor shortages.
  • Train field managers on modern interviewing techniques, candidate selection, and 90-day retention strategies.

3. Operational Support & Systems Management

  • Support active hiring by utilizing Indeed and FastFlo to post open roles, manage candidate flow, and troubleshoot stalled requisitions.
  • Source and negotiate national preferred-vendor contracts (job boards, ATS, text-recruiting tools, background check partners, skill assessment engines) to maximize franchisee ROI.
  • Establish strategic talent pipelines with trade schools, community colleges, vocational apprenticeships, and veteran transition initiatives (e.g., SkillBridge).
  • Partner closely with Brand Presidents and Field Business Coaches to proactively address labor constraints threatening location revenue.

4. Analytics, Governance & Compliance

  • Track system-wide recruiting health across core KPIs: applicant volume, time-to-fill, offer acceptance rate, and 90-day retention.
  • Partner with the data team to build and maintain an executive system-wide recruitment dashboard.
  • Enforce joint-employer compliance parameters: ensure all materials maintain the franchisor boundary (PSB provides tools, guidance, and training; franchisees retain 100% employer-of-record status and decision-making authority).

Core Qualifications

  • Required Experience:
  • 5+ years of high-volume, hourly recruiting experience in field services, skilled trades, home services, or light industrial environments.
  • 2+ years designing and facilitating training programs for franchise owners, business leaders, or adult learners.
  • Demonstrated experience building hiring infrastructures and playbooks from scratch.
  • Proficiency with Indeed, FastFlo (or equivalent ATS/CRM platforms), and text-to-apply recruitment software.
  • Strong numerical literacy to analyze hiring funnels and present data-backed recommendations.
  • Bachelor’s degree or equivalent practical industry experience.
  • Preferred Experience:
  • Background in a franchise network, multi-unit services model, or decentralized operations.
  • Solid understanding of franchisor/franchisee joint-employer legal boundaries.
  • Active network relationships with trade institutions, vocational schools, or military transition programs.
  • Professional talent acquisition certifications (e.g., SHRM-CP, PHR, or specialized recruiting credentials).
