HR Associate – Talent Acquisition Specialist - Bilingual (Hybrid)

About the Role

The Halter Group is seeking a versatile HR Associate with a strong talent acquisition focus to support our growing workforce across a multi-state region. This hybrid role combines full-cycle recruiting with core HR and onboarding responsibilities, with a special emphasis on sourcing and hiring for specialty and niche skilled trades positions, including Utility Vegetation Management (UVM) field crews, diesel technicians, and fleet management and maintenance roles.

You'll partner closely with hiring managers and HR leadership to understand staffing needs, build strong candidate pipelines, and deliver a consistent, professional experience for candidates and internal teams alike. The ideal candidate is organized, process-minded, approachable, and comfortable working independently in a fast-paced, remote environment, while also getting out in the field to connect with talent where they live and work.

What You'll Do

Talent Acquisition

  • Manage the full recruiting lifecycle, including sourcing, screening, interviewing, selection, offers, and pre-employment requirements.
  • Partner with hiring managers to understand workforce needs, shape recruiting strategies, and provide regular updates throughout the hiring process.
  • Design and execute proactive sourcing strategies for hard-to-fill and niche skilled trades roles, such as UVM field staff (tree trimmers, climbers, crew leaders, and equipment operators), diesel mechanics, and fleet management and maintenance roles. Use job boards, social media, professional networks, trade schools, apprenticeship programs, union halls, workforce development boards, and veteran organizations.
  • Build and maintain active talent pipelines to support current and future hiring needs across multiple locations.
  • Review applications, conduct phone screens and interviews, and give hiring managers clear candidate summaries and recommendations.
  • Create and manage internal and external job postings and requisitions in the applicant tracking system.
  • Represent [Company Name] at career fairs, technical schools, site visits, and community hiring events throughout the region.

Onboarding & HR Operations

  • Coordinate offers, candidate communications, background checks, drug screens, and other pre-employment steps.
  • Deliver remote and in-person onboarding, ensuring all new-hire documentation is complete and accurate.
  • Partner with hiring managers and HR to develop and maintain accurate, up-to-date job descriptions.
  • Utilization of HRIS recruiting and ATS systems.
  • Support employee inquiries, HR initiatives, and administrative projects as needed.

Process, Reporting & Compliance

  • Keep candidate and requisition data accurate and current in the ATS to support reliable reporting.
  • Track recruiting metrics such as time-to-fill, source effectiveness, candidate quality, and new-hire retention, and recommend improvements.
  • Identify opportunities to streamline recruiting and onboarding processes and help lead talent acquisition projects from planning through execution.
  • Provide hiring-practice guidance and support training for hiring managers and leaders.
  • Ensure compliance with applicable federal, state, and local employment laws and company hiring policies.

What You Bring

Required

  • 2+ years of experience in recruiting, talent acquisition, or HR, with demonstrated success sourcing specialty or niche skilled trades positions, ideally in utility vegetation management (UVM), diesel/heavy equipment, or fleet management and maintenance.
  • Hands-on experience with full-cycle recruiting and applicant tracking systems.
  • Strong communication and relationship-building skills with candidates, hiring managers, and community partners.
  • Excellent organization and the ability to manage multiple open requisitions independently in a remote/hybrid setting.
  • Willingness to travel regionally (approximately [X]%), including occasional overnight stays.
  • Valid driver's license and reliable transportation.
  • Must be legally authorized to work in the United States. This position is not eligible for visa sponsorship now or in the future.

Preferred

  • Bilingual (English/Spanish) highly preferred.
  • Bachelor’s degree in Human Resources, Business, or a related field, or equivalent experience.
  • Experience recruiting in utility vegetation management, arboriculture, line clearance, fleet management and maintenance, construction, or similar field-based industrial environments.
  • Familiarity with apprenticeship programs, trade schools, or workforce development partnerships.
  • HR certification (SHRM-CP, PHR, or similar) is a plus.
  • Understanding of DOT compliance with recruiting and placement requirements for DOT positions.
  • Desire to grow within the Human Resources field.

  • Medical, dental, and vision benefits
  • 401(k)
  • Paid time off and holidays
  • Travel and Lodging provisions
  • Professional development opportunities
  • Salary will be based on experience.
