POSITION SUMMARY: The HR Recruiter/Training Development Coordinator is under the direct supervision of the Human Resources Director. This position provides all aspects of recruitment, training, designs, assists all trainings courses for the Bear River Band of the Rohnerville Rancheria Tribe’s employees. This role also provides administrative support to the Human Resources Department, including record keeping, file maintenance and HRIS entry.

ESSENTIAL DUTIES AND RESPONSIBILITIES include the following

Recruitment

  • Posts jobs using recruiting resources to attract qualified candidates while assessing their relevant knowledge and experience.
  • Screen applicants following Bear River Band of the Rohnerville Rancheria hiring guidelines.
  • Coordinate with the hiring manager to determine interview panel, schedule interview dates, suitable interview questions, and scoring methodology.
  • Participate as the HR representative at interviews and coordinate additional interviews as needed.
  • Complete pre-employment checks as applicable including but not limited to checking professional references, public background checks, license/certification verification and education verification.
  • Schedule drug and alcohol screening, background checks and “LiveScan” for new hires.
  • Send Conditional Offer of Employment Letter and change in employment status letters when appropriate.
  • Conducts new employee orientation, trains new employees on personnel policies.
  • Ensure positive and streamlined candidate experience throughout the recruitment life cycle.
  • Maintain and update employee records and HRIS database with accuracy.
  • Facilitate employee training and development initiatives.
  • Promote the Tribe’s reputation and attractiveness as a good employment opportunity.
  • Track, analyze, and report on recruiting activities including volume and effectiveness of responses, candidates, and new hires.
  • Participate in and support external recruiting events as directed.
  • Ability to design and implement recruiting strategies.
  • Handle employee inquiries and provide support to HR-related matters.
  • Assist with employee engagement and recognition programs.
  • Must maintain confidentiality at all times.
  • Attend staff meetings and other meetings as assigned.
  • Other duties may be assigned.

Training Development

  • Develop training materials to provide instruction to employees on various training topics.
  • Create training schedules for departments, track and create reports on outcomes of all training and maintain training records.
  • Provide technical guidance and assistance to directors, program managers, and supervisors; instruct personnel in regulations or procedures related to staff responsibilities.
  • Ensure that guidance is provided to supervisors in planning job-related career development activities for employees.
  • Inform employees on scheduled training and track their progress.
  • Create HR training videos and create an HR Training Library.
  • Prepare monthly and quarterly reports on compliance and progress.
  • Use the HRIS system to track employee trainings.
  • Other duties may be assigned.

EDUCATION/EXPERIENCE

  • Must be eighteen (18) years of age.
  • Must have High School diploma or GED
  • Must have an Associate’s degree in: Human Resources; Business or related field
  • OR; equivalent combination of education and experience (Equivalent = two (2) year’s direct experience to one (1) year of education).
  • Must have minimum of four (4) years of experience working in Human Resources or closely related field.
  • Must have 1 /years of related experience working in a Tribal Government.

CERTIFICATES, LICENSES, REGISTRATIONS

  • Shall possess a valid driver's license and be insurable by agencies insurance.
  • Must provide or obtain the Servsafe Food Handlers certification upon hire and maintain during employment.
  • Must provide or obtain CPR & First Aide certification within three (3) months of hire.
  • Tribal Human Resources Program (THRP) Certification preferred or obtain within one (1) year of hire.

COMPUTER OPERATIONS

  • Proficient personal computer skills including electronic mail, record keeping, routine database activity, word processing, spreadsheet, graphics, etc.

LANGUAGE SKILLS

  • Ability to read, analyze, and interpret general business periodicals, professional journals, technical procedures, or governmental regulations. Ability to write reports, business correspondence, and procedure manuals. Ability to effectively present information and respond to questions from groups of managers, clients, customers, and the general public.

MATHEMATICAL SKILLS

  • Ability to add, subtract, multiply, and divide in all units of measure, using whole numbers, common fractions, and decimals. Ability to compute rate, ratio, and percent and to draw and interpret bar graphs.

REASONING ABILITY

  • Ability to define problems, collects data, establishes facts, and draw valid conclusions. Ability to interpret an extensive variety of technical instructions in mathematical or diagram form and deal with several abstract and concrete variables.

OTHER SKILLS AND ABILITIES

  • Ability to operate standard office equipment (copier, fax, etc.).
  • Must be able to work with American Indian people and be sensitive to their culture.
  • Comply with all safety policies, practices and procedures. Report all unsafe activities to supervisor and/or Human Resources.
  • Participate in proactive team efforts of Bear River Tribal Gaming Agency and the Bear River Band of the Rohnerville Rancheria.
  • Provide leadership to others through example and sharing of knowledge/skill.
  • Must be able to work all shifts, weekends, holidays & special events as needed.
