Position Summary

This role owns full-cycle recruiting for Cardinal Infrastructure Group's field and craft workforce within an assigned geographic area. Reporting to the Regional HR Manager, the Specialist works alongside hiring managers to fill roles including, but not limited to, pipelayers, site superintendents, foremen, truck drivers, heavy equipment operators, general laborers, blasting personnel, and project managers.

Working from each role's internal job description, the Specialist partners with the hiring manager to build the requisition, posts and manages it online, and sources and screens candidates against the role's requirements before scheduling and coordinating interviews for the hiring manager. Once a candidate is selected for hire, the Specialist helps ensure they are prepared to start on day one and hands the new hire off to the appropriate HR support personnel for onboarding.

This is an execution role scoped to an assigned geographic area: the Specialist does not set region-wide recruiting strategy or own the employer brand, but is accountable for the full requisition-to-offer process and a clean handoff into onboarding for every role they fill.

Core Responsibilities

A. Full-Cycle Recruiting & Pipeline

  • Partner with hiring managers to build each requisition from the role's internal job description, ensuring accurate role scope, qualifications, and reporting line before posting.
  • Post and manage requisitions on job boards and digital recruiting platforms; source candidates for open roles including pipelayers, site superintendents, foremen, truck drivers, heavy equipment operators, general laborers, blasting personnel, and project managers.
  • Screen candidates against role requirements using ATS applicant flow and structured pre-screen interviews to confirm fit before advancing them to the hiring manager.
  • Schedule and coordinate interviews for hiring managers, and build and maintain proactive sourcing pipelines for high-volume and difficult-to-fill field positions.

B. Community & Institutional Partnerships

  • Serve as the face of Cardinal to local job seekers; build ongoing pipelines through partnerships with high schools, vocational/technical schools, workforce development organizations, military transition programs, and community organizations.
  • Represent Cardinal at job fairs, career expos, and industry association meetings within assigned markets.
  • Support employer branding locally by promoting Cardinal's culture, values, and career opportunities at community and school events.

C. Systems, Compliance & Reporting

  • Maintain requisitions, applicant records, and recruiting workflows within the ATS/HRIS.
  • Ensure recruiting practices comply with EEO guidelines and applicable employment law; maintain accurate documentation throughout the hiring process.
  • Gather local labor market and wage data to inform recruiting and compensation discussions, in partnership with the Talent Acquisition Manager.
  • Track and report recruiting metrics — time-to-fill, source of hire, pipeline health — for assigned markets.

D. Cross-Functional Coordination

  • Once a candidate is selected for hire, help ensure they are prepared to start on day one and hand the new hire off to the appropriate HR support personnel for onboarding.
  • Coordinate with HR, Benefits, and Safety on offer development, background checks, and onboarding handoff.
  • Manage relationships with external recruiting vendors/agencies where used, consistent with company non-solicitation and vendor engagement policy.
  • Escalate process gaps, sourcing shortfalls, or standard-compliance issues to Manager — an obligation, not a discretion.

Qualifications

  • 3+ years of full-cycle recruiting experience; construction, industrial, mining, or heavy civil experience strongly preferred.
  • Experience recruiting for field/craft or skilled trade roles alongside corporate/professional roles.
  • Working knowledge of employment law as it relates to hiring (EEO, ADA, FCRA, etc.).
  • Proficiency with an ATS and standard sourcing tools.
  • Bachelor's degree preferred, or equivalent demonstrated experience.
  • Valid driver's license and clean motor vehicle record required; ability to travel throughout assigned North Carolina markets.
  • Bilingual (English/Spanish) preferred.
