The Department of Service and Civic Innovation was established by the Serving Every Region Through Vocational Exploration (SERVE) Act of 2023 with the purpose of promoting service and volunteerism in the state of Maryland. The SERVE Act also launched two new exciting service pathways for eligible youth and adults, in addition to existing volunteer and service opportunities available through the Governor's Office on Service and Volunteerism (GOSV).

Main Purpose of Job

The incumbent recruits and helps place Maryland Corps/Service Year Option Members that reflect the rich diversity of the State, with a strong focus on young adults who are both Service Year Option-eligible and likely to successfully complete the program if they start in it. This position focuses on building awareness statewide through large-scale and targeted school-by-school outreach, while also engaging directly with prospective Member applicants, families, and trusted adult champions who influence their decisions. The vast majority of the incumbent's work is necessarily at in-person events, fairs, information sessions, and application completion sessions.

POSITION DUTIES

Maryland Corps/Service Year Option (MC/SYO) Member Recruitment-direct and indirect recruitment of talent for the MC/SYO program with a significant emphasis on 18-24 year old Service Year Option-eligible young adults to meet statutory participation targets. This entails visiting high schools, job centers, youth-facing community-organizations, and more in-person recruitment activites; statewide program coordination, stategic communication planning, systems development, and resource development. This may include hosting or presenting during virtual engagements to increase an/or maintain Member involvement. Recruiters will be required to meet daily, weekly, and monthly targets to achieve member recruitment goals established in workplans.

Support Member applicants through the application and matching process, providing timely responses to their questions and with a high degree of accuracy and professionalism.

Connect relevant DSCI colleagues to organizations who may want to host Members and/or commit funding, space training, or other resources to the MC/SYO program to advance the mission and goals of the agency.

Identify and cultivate relationships with schools, workforce organizations, community-based organizations, employers, philanthropic partners, and other stakeholders that may advance the mission and goals of the agency. Facilitate connections with appropiate DSCI staff regarding opportunities related to member recruitment, host site partner recruitment, funding, training, space, community partnerships, and other resources that support the MC/SYO program.

Perform other duties as assigned in support of agency prioroties, special projects, events, and operational needs.

MINIMUM QUALIFICATIONS

Education: Graduation from an accredited high school or possession of a high school equivalency certificate.

Experience: Four years of administrative staff or professional work.

  1. Candidates may substitute 30 college credit hours from an accredited college or university for each year up to four years of the required experience.
  2. Candidates may substitute the possession of a Bachelor's degree from an accredited college or university for the required experience.
  3. Candidates may substitute the possession of a Master's degree from an accredited college or university for the required experience.
  4. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work related to the administration of rules, regulations, policy, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher ranking commissioned officer on a year-for- year basis for the required experience.

DESIRED OR PREFERRED QUALIFICATIONS

Public speaking experience to include giving presentations
Previous experience in job placement/recruiting, youth programming, non-profit outreach, or community engagement/grassroots organizing
Experience engaging multiple stakeholders to drive program participation

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.
