At Evolution Safety Resources (ESR), we put experienced safety professionals directly onto construction jobsites across the country. We're looking for a Recruitment Manager to own that process end to end. If you love building order out of fast-moving priorities, being active in the recruitment process, and knowing exactly where every open role stands at any moment, this is your seat.

ESR is a workplace safety consulting and staffing firm serving the construction industry, with offices in North Carolina and Virginia and placements nationwide. We provide safety consulting, OSHA compliance support, jobsite safety staffing, training, and legal consulting. Our work is field-grounded and relationship-driven: our clients trust us with their people's safety, and we take that personally.

The Recruitment Manager is the owner of every open placement at ESR. You make sure each role moves through our SOP, that our clients see multiple qualified candidates fast, and that every contractor we place shows up on day one prepared, credentialed, and aligned with the job.

What You'll Own

Placement pipeline and SOP

  • Oversee every open placement across the company, from client request through contractor start.
  • Make sure each role follows ESR's recruiting SOP intake, sourcing, screening, credential checks, submittal, and approval every time, even at a 48-hour pace.
  • Deliver multiple qualified, vetted candidates for client review on every open role.
  • Run a daily pipeline review so you know where every role stands and what's at risk before it becomes a problem.
  • Build and maintain a ready bench of pre-vetted safety professionals by region and specialty, so we're sourcing before the request lands.
  • Triage shifting priorities in real time re-sequence work when an urgent request arrives without letting other roles stall.

Platforms, data, and AI

  • Own and optimize ESR's third-party recruiting platforms, including Indeed, LinkedIn, and TeamEngine: job postings, budgets, sponsored listings, screening questions, and workflows.
  • Monitor incoming candidate submissions and make sure every applicant is categorized, tagged, and dispositioned correctly so our talent database stays clean and searchable.
  • Use AI tools to speed up sourcing, resume screening, outreach, job posting writing, and candidate communication and find new ways to give the team time back.
  • Track and report recruiting metrics weekly (see How Success Is Measured), and use the data to improve what's working and fix what isn't.

Team leadership

  • Lead recruitment process: set priorities, review pipelines, and give clear, regular feedback.
  • Step in as a hands-on recruiter when volume spikes or a hard-to-fill role needs extra focus.
  • Work side by side with your peer recruiter to divide open roles, share candidates, and keep the team's pipeline balanced. Partner with ESR's operations teams to understand upcoming demand and staffing forecasts.

Contractor onboarding and first-day success

  • Personally onboard every contractor ESR places, confirming they understand the client's needs, site details, schedule, requirements, and expectations.
  • Verify pre-start requirements are complete: paperwork, I-9/E-Verify, background and drug screening, certifications (such as OSHA 30/500/510, CHST, ASP/CSP, first aid/CPR), and any client-specific site requirements.
  • Coordinate logistics so contractors arrive on day one knowing where to go, who to report to, and what's expected.
  • Check in after day one and week one to catch issues early and keep the client relationship strong.

Process review and continuous improvement

  • Systematically review recruiting and onboarding processes, update SOPs as the business evolves, and keep documentation current.
  • Identify bottlenecks and propose practical fixes new templates, automations, checklists, or tools.
  • Ensure recruiting practices comply with employment law, EEO requirements, and ESR policy.

We work together in our Raleigh office five days a week because this role runs on fast, in-person coordination. If you want to be in the room where it happens, you'll fit right in.

What You Bring

Required

  • 2+ years of full-cycle recruiting experience, with at least 1 year in a staffing agency or contract staffing environment.
  • Proven ability to fill roles quickly comfortable with same-day and 48-hour turnaround.
  • Hands-on experience managing Indeed, LinkedIn Recruiter, and an ATS or onboarding platform (TeamEngine a plus).
  • Experience running or improving documented recruiting processes and SOPs.
  • Strong written and verbal communication with candidates, clients, and leadership.
  • Ability to work on-site in Raleigh, NC, five days a week.

Preferred

  • Recruiting experience in construction, safety, skilled trades, or industrial staffing.
  • Familiarity with safety credentials such as OSHA 30, OSHA 500/510, CHST, ASP, or CSP.
  • Practical use of AI tools for sourcing, screening, or outreach.
  • Comfort with recruiting dashboards, Excel, or reporting tools.
  • Experience recruiting for nationwide or multi-state placements.
  • Bachelor's degree in HR, business, or a related field, or equivalent experience.

How Success Is Measured

You'll know you're winning when clients get strong candidates fast and our contractors start ready. We track:

Time to first submittal: How fast clients see qualified candidates after a request
Candidates submitted per role: Whether clients get real choice (target: multiple per role)
Submittal-to-approval rate: How well we match candidates to client needs
Time to fill and time to start: Whether we hit the 48-hour standard
Fill rate: Share of requested placements we successfully fill
Day-one readiness: Contractors arriving credentialed, briefed, and on time
30-day contractor retention: Whether placements stick
SOP compliance: Every role worked through the full process
Platform performance: Applicant volume and quality by source, and cost per qualified applicant
