Job Summary

The Recruiting Lead is responsible for leading and developing the Recruiting function to ensure effective collaboration with business leaders and deliver high-quality recruiting strategies that support the organization's staffing needs. This role develops and executes recruiting strategies to attract and hire qualified talent across manufacturing, engineering, supply chain, quality, and corporate service functions. The Recruiting Manager ensures an efficient, compliant, and positive hiring experience across various stakeholders.

Key responsibilities

  • Lead and develop a team of recruiters to plan, forecast, and execute Quanta’s strategies to attract and hire talent. Set clear goals, performance expectations, and development plans for direct reports.
  • Partner with management team and business leaders to understand workforce needs, review organizational forecasts and develop effective recruiting strategies.
  • Serve as a strategic advisor to leadership on talent availability, hiring risks, and pipeline development.
  • Manage staffing agencies to leverage their recruiting efforts and other services in support of business growth.
  • Oversee full-cycle recruitment process, including sourcing, interviewing, selection, offer negotiation, and onboarding initiation.
  • Collaborate closely with the HRIS Specialist and the team to optimize the Applicant Tracking System (ATS), maintain career pages, improve recruiting workflows, and implement automation that enhances efficiency, data integrity, and the candidate experience.
  • Monitor recruiting metrics, identify trends, and implement process improvements to enhance hiring efficiency and quality.
  • Ensure compliance with federal and California employment laws, company policies, immigration regulation updates and fair hiring practices.
  • Identify opportunities to streamline recruiting processes through technology, reporting, and continuous process improvement.
  • Develop relationships with staffing partners, community groups, local schools, and workforce development organizations to support ongoing hiring needs.
  • Support employer branding initiatives and promote a positive candidate experience throughout the hiring process.

Qualifications

  • Bachelor's degree in Human Resources, Business Administration, or a related field
  • 8+ years of progressive HR and recruiting experience, including at least 3 years leading a recruiting team in the field of Engineering and Manufacturing.
  • Experience of recruiting in a manufacturing or industrial environment preferred.
  • Demonstrated success recruiting for both hourly and salaried positions in a fast-paced environment.
  • Proven experience with the implementation of talent attraction strategies.
  • Knowledge of HR Information System, applicant tracking systems (ATS), recruiting analytics, and employment best practices.
  • Good working knowledge of California employment laws and regulations.
  • Previous experience with internal and external stakeholder management.
