Summary
In accordance with The Arc of Anchorage's mission, values, policies, and applicable requirements, and under the supervision of the Director of Human Resources, the Recruiting and Payroll Specialist coordinates recruitment activities and provides administrative and operational support for payroll processing. The position manages job postings and applicant workflows, supports hiring and onboarding processes, coordinates required pre-employment screening, maintains recruitment records, reviews timekeeping and payroll information for completeness and accuracy, prepares and enters approved payroll-related information, researches routine discrepancies, and provides responsive support to employees and supervisors regarding recruitment and payroll processes. The Director of Human Resources is responsible for payroll processing and final payroll review and approval. This position does not administer employee benefits or coordinate or deliver employee training.
Essential Duties and Responsibilities
Recruitment and Hiring
- Coordinates recruitment activities for assigned positions, including job postings, applicant tracking, candidate communication, screening, interview coordination, and recruitment records.
- Works with hiring managers to confirm approved vacancies, position information, scheduling needs, and recruitment priorities before positions are posted.
- Reviews applications and resumes against established job requirements and forwards qualified candidates to appropriate hiring managers.
- Maintains timely communication with applicants throughout the recruitment and selection process and supports a professional candidate experience.
- Coordinates interviews, hiring documentation, employment offers as authorized, and other pre-employment activities in accordance with established procedures.
- Coordinates required background-check and pre-employment screening processes, including fingerprinting and related documentation, and maintains records in accordance with confidentiality and retention requirements.
- Supports recruitment outreach through job fairs, community partnerships, online recruitment resources, and other approved recruitment activities.
- Maintains accurate applicant-tracking information and recruitment documentation and assists with reports regarding vacancies, applicant activity, hiring status, and recruitment outcomes.
- Coordinates assigned new-hire paperwork and ensures required employment documentation is complete and routed to the appropriate staff before or upon hire.
Payroll and Timekeeping
- Provides administrative and operational support to the Director of Human Resources for the accurate and timely processing of biweekly payroll in accordance with established payroll schedules and procedures.
- Prepares and enters approved payroll changes, earnings, deductions, reimbursements, garnishments, and other payroll-related information for review and processing by the Director of Human Resources.
- Processes approved new hires, status changes, pay changes, transfers, and separations in payroll and Human Resources systems and verifies effective dates and supporting documentation.
- Responds to routine employee and supervisor questions regarding paychecks, timekeeping, payroll schedules, tax forms, direct deposit, and other payroll processes within assigned authority.
- Supports payroll reconciliations, payroll reports, audits, year-end activities, and other payroll-related reviews as assigned by the Director of Human Resources.
- Works with ADP and other approved payroll-related vendors or support resources to research system or processing issues and provides findings or documentation to the Director of Human Resources for resolution as needed.
HR Systems, Records and Department Support
- Maintains accurate recruitment, hiring, payroll, and employee information in Human Resources and payroll systems within assigned responsibilities.
- Protects confidential employee, applicant, payroll, tax, background-check, and organizational information and limits access and disclosure to authorized purposes.
- Provides clear and timely communication to employees, applicants, supervisors, and leadership regarding assigned recruitment and payroll matters.
- Assists with audits, records reviews, special projects, process improvements, and other Human Resources activities related to recruitment and payroll.
- Establishes and maintains effective working relationships with employees, applicants, supervisors, leadership, vendors, community partners, individuals served, and the public.
- Attends required organizational and departmental meetings and training applicable to the employee and the position.
- Responds appropriately to safety, behavioral, and emergency situations consistent with organizational procedures and the training provided to the employee.
- Performs other duties as assigned by the Director of Human Resources consistent with the general scope and level of the position.

Education and/or Experience
- High School Diploma or GED required.
- Two (2) years of administrative, Human Resources, recruiting, payroll, accounting, or related experience preferred; direct experience with recruitment or payroll strongly preferred.
- Experience with payroll, timekeeping, Human Resources information systems, or applicant-tracking systems preferred.
- Proficiency with Microsoft Office applications and ability to learn ADP Workforce Now and other systems used by the organization required.
- OR an equivalent combination of education, training, and experience that provides the knowledge and skills necessary to perform the position.
Language Skills: Ability to read, understand, and apply policies, procedures, payroll and timekeeping instructions, recruitment materials, Human Resources forms, and routine regulatory information; prepare clear and accurate correspondence, records, reports, and employee communications; and communicate effectively with employees, applicants, supervisors, vendors, and the public.
Mathematical Skills: Ability to perform arithmetic and calculations necessary to support payroll review, including hours worked, rates of pay, percentages, deductions, adjustments, and reconciliations; and to identify apparent inconsistencies in payroll-related data.
Reasoning Ability: Ability to organize and prioritize detailed work; identify and research recruitment, payroll, timekeeping, or recordkeeping discrepancies; apply established procedures; exercise sound judgment with confidential information; meet recurring deadlines; and seek guidance when matters require additional review or authorization.
Certificates, Licenses, Registrations
- Must meet all State of Alaska background-check eligibility requirements applicable to the position, including AS 47.05.300-.390 and 7 AAC 10.900-.990, as applicable.
- A valid driver's license and proof of legally required automobile insurance are required when driving is an essential function of the position or the employee operates a vehicle in the course of employment.
Desired Skills and Abilities
- Working knowledge of recruitment, applicant tracking, payroll, timekeeping, and employment recordkeeping processes.
- Experience using ADP Workforce Now or a comparable payroll and Human Resources information system.
- Strong attention to detail, accuracy, follow-through, organization, and ability to meet firm payroll and recruitment deadlines.
- Ability to manage multiple vacancies, employee questions, payroll tasks, and changing priorities without losing accuracy.
- Ability to handle confidential and sensitive applicant, employee, payroll, tax, and background-check information appropriately.
- Effective written, verbal, interpersonal, customer-service, and professional communication skills.
- Ability to research discrepancies, identify problems, document findings, and follow issues through resolution.
- Ability to work collaboratively with Human Resources staff, supervisors, leadership, and external vendors while also working independently within assigned responsibilities.
