The Position

The Recruitment & Outreach Specialist is responsible for student recruitment and outreach efforts to support enrollment, participation, and completion of Work Readiness Assistant Program (WRAP) Grant funded workforce training programs at Ocean County College. This position is responsible for building relationships with employers, community-based organizations, nonprofits, workforce agencies, and business and industry associations to expand access to industry-recognized credentials and career pathways.
The position reports to the Manager of Work Readiness. This position supports coordinated outreach, enrollment, and employer engagement activities that align with grant objectives.
The work schedule is 25 hours per week; a flexible schedule is required to be able to attend local events, which may include evenings and weekends. Travel is required. This position is fully in-person.
Staff Duration: Part Time Temporary. The duration of this position is 52 weeks and is contingent on the Funding of the OCDHS Work Readiness Assistance Program Grant, which runs from Oct 1 to September 30th, 2027. This position is grant-funded. Continued employment is contingent upon grant funding.

What You Will Do

Under the direction of the Manager of Work Readiness, the Recruitment and Outreach Specialist will:

  • Develop and implement outreach and recruitment strategies aligned with WRAP grant goals and workforce pathways.
  • Conduct outreach to employers, community-based organizations, nonprofits, workforce agencies, and business and industry associations.
  • Build and maintain relationships with community-based organizations, nonprofits, adult education providers, business and industry associations, and the local Workforce Development Board.
  • Represent the Ocean County Achievement Center (OCAC) at community events, career fairs, employer meetings, workforce convenings, and information sessions.
  • Collaborate with the Manager of Work Readiness on employer engagement strategy and grant deliverables. Prepare outreach and activity reports as required by the Manager of Work Readiness.
  • Work closely with the Manager of Work Readiness to support participant outreach, eligibility screening, referrals and collaborate with admissions, advising, and student support services to streamline participant intake and enrollment.
  • Coordinate employer outreach to support participant recruitment, work-based learning, and job placement opportunities.
  • Collaborate with internal college departments to support a seamless participant experience from outreach through program completion.
  • Support outreach and recruitment activities by coordinating events, materials, and communications in collaboration with College Relations.
  • Assist with planning and implementation of meetings, employer panels, industry-specific events, job fairs, and career pathway activities.
  • Draft, edit and format grant-related updates, internal memos, and website content as requested.
  • Provide coaching and advising to address career, educational, and financial questions and to facilitate success. Work in collaboration with other program administrators to connect participants with out-of-the-classroom, practical work experiences and learning activities that enhance participants’ educational and career goals while building a marketable skillset for future employment opportunities.
  • Perform other duties as assigned in support of the WRAP grant objectives.

The Successful Candidate Must Have

  • Bachelor’s degree in Business, Marketing, Education, Social Work, Workforce Development, Public Administration, or related field
  • In lieu of a Bachelor’s degree, an Associates’ degree or completion of sixty college credits with one additional year of experience may be accepted.
  • Two years of experience in outreach, recruitment, employer engagement, or workforce development.
  • Strong relationship-building, communication, and public speaking skills.
  • Proficiency in Microsoft Office Suite and cloud-based collaboration and data management tools.
  • Ability to travel within and out of state for conferences and events.
  • Ability to work in evening and occasionally on weekends for outreach activities and events.
  • Experience managing multiple tasks with competing deadlines in a team-based and/or independent environment.

  • Experience supporting federal or state grant-funded initiatives.
  • Familiarity with higher education or workforce development systems.
  • Bilingual or multilingual communication skills.
