CLASSIFICATION: HR Recruiter – 1 Permanent Full-Time (75.00 Hours bi-weekly).
POSITION SCOPE
The Human Resources Recruiter will collaborate with HR and/or Management in order to identify and advertise job vacancies; recruit and select candidates; provide employment testing; conduct reference checks and background checks; while assisting in the selection and reassignment of employees at multiple levels. The Human Resources Recruiter will provide administrative support to the HR Team in a variety of HR functions, as they are related to the role of recruitment and onboarding. The incumbent will ensure document and data controls are maintained at all times; update databases in a timely manner; administer hiring contracts of both union and non- union employees; attend job fairs and source and develop positive relationships with stakeholders, universities, colleges, governments and the community. Overtime Required as Needed.
RESPONSIBILITIES
- Perform full cycle recruiting to support high-level staffing needs in all areas of the business.
- Recruit quality active and passive candidates using job boards, sourcing tools, social media and networking.
- Partner with hiring managers to identify talent needs, job duties and required qualifications and skills to prepare a recruitment plan.
- Work with interviewers and hiring managers to compile candidate recommendations.
- Build and maintain relationships with recruiting agencies, universities and other organizations to find top talent.
- Provide professional and personable customer and employee relation skills.
- Ensure process change request forms are actioned (PCR’s).
- Ensure queues for recruitment are updated on a daily basis for Casual, Temp and Permanent Employees.
- Provides a recruitment report to the Director each Monday on the status updates.
- Keeps abreast of challenges with recruitment and discusses solutions with the Director.
- Actions all recruitment requests by the recruitment form from Directors or Management and opens job postings in the queue.
- Coordinates, performs and collaborates on recruitment and selection involving postings of candidates.
- Collects and screens resumes, selects candidates on KSAO’s, sets up interviews.
- May request pre-employment testing to test candidates on needed skills or abilities and submits results to Directors.
- Verifies all education requirements for the position, and/or experience & training combined.
- Ensures background checks are completed as required. Whenever issue is identified, discusses it with the Director for approval.
- Verifies all OHS training is completed and where gaps are located notifies Manager, Director of HR and L&D Coordinator.
- Ensures HR related expenses are processed according to finance and HR recording procedures, including purchasing.
- Socially interacts with others in a positive, pleasant and professional manner. Ensures conversation with staff, managers, stakeholders.
- Ensures any issues are diffused and/or linked in with the appropriate HR personnel or Management.
- Collects resumes, interview packages, job postings, and ensures document and data controls are met/maintained. Where these are not being met, notifies the Director of HR for corrective action.
- Oversees others involved in recruitment process, such as hiring of Casuals, and ensures above process is met, maintained and controlled.
- Files all documentation in the associated file folders for auditing purposes.
- Ensures fair and ethical scoring of qualitative and quantitative data at point of interviews for each candidate.
- Strives to maximize on technology by incorporating online applications such as Microsoft bookings, Microsoft Teams, Videos.
- Checks references and ensures a minimum of 3 supervisors per candidate.
- Issues thank you emails to candidates who are not successful.
- Adheres to the requirements of Collective Agreements with Unionized staff in posting etc…
- May coordinate training for new hires, in the absence of the Learning & Development Coordinator.
- Completes PCR’s and recommends Employment Contracts for all candidates as per template models.
- Reviews contract details to ensure terms and conditions are appropriate to the candidate, benefits, vacation, status, location, wage, etc…
- Ensures employment contracts are completed accurately and thoroughly, as well as forwarded in a timely manner.
- Responsible for the processing, filing, documentation and destruction of confidential material as covered by the Freedom of Information and Protection and Privacy Act.
- Ensures employees receive copies of HR related documentation and best evidence originals are maintained on the file.
- Ensures employees sign off on appropriate documentation at all times and that job descriptions are sent to candidates prior to starting work.
- May participate in organization of staff related events, and/or attend special events.
- Runs errands on occasion, picks up supplies, gifts, cards, prizes.
- Researches information on recruitment for government grants, government programs, Co-Op programs, incentive programs with recruitment.
- Keeps abreast of recruitment activities and rules for immigration.
- Keeps informed of recruitment activities and process of apprenticeships with Labour, Skills and Development.
- Ensures all documentation is on the employee file, in consult with the executive assistant.
- Ensures letters are submitted to Union and/or Employees as requested by HR team members (approved by Director of HR).
- Actively participates on behalf of the organization for job fairs. Sources out opportunities to make connections.
- Contributes to the ongoing quality assurance program and is committed to continuous improvement.
- Ensures policies, procedures, process is followed.
- Contributes to ongoing efforts of a respectful, safe, diversity focused work environment.
- Ensures professional, safe and active presence on all social media and any other online recruitment sites.
QUALIFICATIONS
Diploma in HR and/or a Diploma in Business Administration; and/or Degree in Human Resources from a recognizable educational institution. A minimum of 2 years’ working experience as an HR Administrator, and/or HR Assistant; and/or a combination of education credentials and experience may be considered. A minimum of 1 year recruitment experience. Experience working in health care or long-term care sector. Able to be flexible to perform the needed functions of the role, on demand, and as determined by operational needs.
