About the Role
Blue Rose Consulting Group is seeking a driven and detail-oriented Junior IT Recruiter / Talent Sourcer to support recruiting for technical and IT positions across federal programs and proposal efforts.
Working under the direction of a Senior Recruiter and in collaboration with Program Managers, this role will focus on identifying, sourcing, and screening candidates for positions across areas such as software development, systems administration, cybersecurity, cloud, data, IT infrastructure, business analysis, and other technical disciplines.
The Junior IT Recruiter will be responsible for understanding technical job requirements, identifying candidates with the appropriate skills and experience, conducting structured initial screenings, and documenting candidate qualifications for review by the Senior Recruiter and hiring team.
The ideal candidate is organized, curious, and comfortable learning technical terminology and asking targeted questions to determine whether a candidate's experience aligns with specific position requirements.
Key Responsibilities
- Support the Senior Recruiter in executing sourcing strategies for active IT and technical requisitions.
- Collaborate with Program Managers and technical stakeholders to understand required technologies, experience levels, certifications, clearance requirements, and other position-specific qualifications.
- Source technical candidates using professional networking platforms, applicant tracking systems, resume databases, job boards, and other recruiting resources.
- Search for candidates using technical keywords, job titles, skills, certifications, and Boolean search techniques.
- Review technical resumes and compare candidate experience against detailed job requirements.
- Conduct structured phone screenings to validate technical experience, required skills, certifications, work authorization, security clearance eligibility or status, location requirements, and overall position alignment.
- Ask targeted screening questions to distinguish hands-on technical experience from general familiarity with required technologies.
- Clearly document candidate qualifications, potential gaps, and screening results for review by the Senior Recruiter and hiring team.
- Maintain accurate and timely candidate records within the Applicant Tracking System (ATS).
- Coordinate interviews between qualified candidates and recruiting or hiring teams.
- Build and maintain talent pipelines for recurring and difficult-to-fill IT skill sets.
- Track sourcing activity, candidate progress, and recruiting metrics across assigned technical requisitions.
- Maintain professional and timely communication with candidates throughout the recruiting process.
- Support recruiting efforts for both active contract positions and contingent/proposal-based federal opportunities.
Minimum Qualifications
- 1–3 years of recruiting, sourcing, talent acquisition, or related experience.
- Experience sourcing or screening candidates for IT, technical, engineering, or other professional roles.
- Ability to review technical resumes and evaluate candidate experience against defined job requirements.
- Familiarity with common IT job families, technologies, certifications, and technical terminology.
- Experience using applicant tracking systems, job boards, resume databases, LinkedIn, or other candidate sourcing platforms.
- Ability to learn new technologies and technical terminology in order to effectively screen candidates.
- Strong written and verbal communication skills.
- High attention to detail and strong organizational skills.
- Ability to manage multiple technical requisitions and recruiting priorities simultaneously.
Preferred Qualifications
- Experience recruiting for software development, cybersecurity, systems administration, cloud, infrastructure, data, or other IT roles.
- Experience recruiting for federal government contractors or supporting federal programs.
- Familiarity with DoD security clearances, Public Trust/background investigation requirements, and technical certification requirements.
- Experience using Boolean searches and other advanced candidate sourcing techniques.
- Experience working directly with technical hiring managers, Program Managers, or project leadership.
- Experience supporting recruiting for contingent-award or proposal positions.

The ideal candidate does more than match keywords and is able to ask effective screening questions, identify qualification gaps, and provide the Senior Recruiter and hiring team with clear information about each candidate.
