Position Summary

The Human Resources Staffing Specialist is responsible for coordinating and supporting the District's staffing and recruitment functions to ensure positions are filled with qualified employees in a timely, efficient, and compliant manner. This position provides professional-level support throughout the employment lifecycle, including recruitment, candidate screening, hiring, onboarding, employee records, licensure and employment eligibility requirements, and personnel transactions.

The HR Staffing Specialist also provides support for the District's employee and labor relations functions. This includes participating in collective bargaining negotiations, supporting the administration of collective bargaining agreements, conducting internal employee relations investigations, and assisting with the resolution of employee relations matters. The position works closely with administrators, supervisors, employees, union representatives, candidates, and other Human Resources staff to provide responsive customer service and ensure consistent application of District policies, procedures, collective bargaining agreements, and applicable employment laws and regulations.

Required Qualifications

  • Bachelor's degree in Human Resources, Business Administration, or a related field.
  • Three years of progressively responsible experience in human resources, staffing, recruitment, or a related field.
  • Experience coordinating recruitment, hiring, or onboarding processes.
  • Strong organizational, administrative, and time-management skills.
  • Excellent written and verbal communication skills.
  • Strong attention to detail and ability to manage multiple priorities and deadlines.
  • Ability to maintain confidentiality and exercise sound judgment when handling sensitive personnel information.
  • Experience providing customer service to employees, applicants, and administrators.

Preferred Qualifications

  • Previous experience in a K-12 school district or public-sector organization.
  • Previous experience working in a unionized environment.
  • Experience participating in collective bargaining or labor relations activities.
  • Experience conducting workplace or employee relations investigations.
  • Experience with HRIS, applicant tracking, onboarding, or electronic personnel systems.
  • Knowledge of Minnesota employment requirements, educator licensure requirements, and public-sector employment practices.
  • Experience with recruitment of licensed teachers, paraprofessionals, support staff, or other school district positions.

Essential Responsibilities

Staffing, Recruitment, and Selection

  • Consult with administrators and supervisors regarding staffing needs, position requirements, recruitment strategies, and hiring procedures.
  • Review applications and candidate information to ensure applicants meet established position qualifications.
  • Coordinate employment offers and ensure required employment documentation is completed prior to an employee's start date.
  • Monitor vacancies and staffing activity and communicate status updates to administrators and Human Resources leadership.
  • Assist with recruitment initiatives, job fairs, hiring events, and other strategies designed to attract qualified candidates.
  • Maintain accurate and timely staffing data and vacancy information.

Onboarding and Employment Processing

  • Coordinate the onboarding process for new employees from acceptance of an offer through completion of required employment documentation and clearance.
  • Ensure required employment forms, background checks, employment eligibility documentation, licensure, transcripts, certifications, and other pre-employment requirements are completed and verified.
  • Coordinate with appropriate departments and outside agencies regarding employment clearances, licensure, background checks, and other hiring requirements.
  • Communicate onboarding requirements and deadlines clearly to candidates and new employees.
  • Identify and resolve issues that may delay an employee's ability to begin employment.
  • Ensure new employees are appropriately entered into HR and payroll systems and that required personnel records are established.

Employee and Labor Relations

  • Support the Director of Human Resources and other leadership in employee and labor relations matters.
  • Participate in collective bargaining negotiations with the District's recognized employee bargaining units, including preparation, research, documentation, and follow-up related to negotiations.
  • Support the administration and interpretation of collective bargaining agreements and assist with addressing contract-related questions and issues.
  • Conduct internal employee relations investigations involving employee complaints, workplace concerns, policy violations, and other personnel matters, as assigned.
  • Gather and review relevant information, conduct interviews, document findings, and prepare investigation summaries or other related documentation.
  • Maintain confidentiality throughout employee relations investigations and labor relations activities.
  • Assist with grievance resolution, employee concerns, corrective action, and other employee relations matters.
  • Partner with administrators and supervisors to address workplace concerns and promote consistent application of District policies, procedures, and collective bargaining agreements.
  • Consult with HR leadership and legal counsel, as appropriate, regarding employee and labor relations matters.
  • Maintain appropriate documentation related to investigations, grievances, negotiations, and other employee and labor relations activities.

Employee Records and HRIS Administration

  • Establish, maintain, and update accurate and confidential employee personnel records.
  • Process and track personnel transactions, including new hires, transfers, promotions, changes in assignment, resignations, terminations, and other employment changes.
  • Maintain accurate information provided for HRIS, applicant tracking, onboarding, and other Human Resources systems.
  • Process and track changes related to position, wage, step, lane, assignment, work location, and other personnel information.
  • Ensure personnel records and transactions are processed accurately and within established deadlines.
  • Assist with audits and reporting to ensure employee and staffing information is accurate and compliant.

HR Partnership and other Responsibilities

  • Represent the District professionally in interactions with applicants, employees, administrators, union representatives, community members, and external organizations.
  • Assist with unemployment claims and related documentation as assigned.
  • Participate in Human Resources projects, initiatives, and special assignments.
  • Perform other duties as assigned by the Director of Human Resources.
  • Provide professional, timely, and responsive customer service to employees, applicants, administrators, supervisors, and members of the public.
  • Serve as a primary Human Resources contact for staffing, recruitment, hiring, onboarding, and assigned employee relations questions.
  • Partner with supervisors and administrators to resolve staffing and employment-related questions and concerns.
  • Maintain confidentiality of employee and applicant information and exercise appropriate discretion in all Human Resources matters.
  • Support other Human Resources functions and projects, including employee relations, labor relations, training, compliance, and special projects, as assigned.
