This role will also assist with a range of human resource functions, including reference checks, background checks, employee orientation, and onboarding.

In this position, you will help resolve onboarding issues, support positive employee relations, and ensure recruitment and human resource practices comply with applicable federal and state regulations, as well as County policies and procedures.

Requirements

EDUCATION/TRAINING

Bachelor’s degree in a business or behavioral/social science related field.

WORK EXPERIENCE

3-5 years of experience in Human Resources or a related field. PHR/SHRM-CP certificate preferred.

HUMAN RESOURCE SPECIALIST-RECRUITMENT July 29, 2026

Position Description Non-Exempt

OVERALL OBJECTIVE OF JOB

The Human Resource Specialist-Recruitment will play a key role in attracting, sourcing, and hiring top talent for Franklin County Government. This position independently performs a variety of highly responsible specialized and routine technical duties in support of the County’s recruitment and selection process. This role will manage the full-cycle recruitment process for a variety of positions across different departments. This role assists in administering various human resource functions to include reference checks, background checks, and orientation. This position assists in resolving onboarding problems and ensures positive employee relations. The Human Resource Specialist-Recruitment will assist the department ensuring that we are in accordance with federal and state regulations and that County policies are followed.

ESSENTIAL FUNCTIONS OF JOB

  • Performs customer service functions by answering employee requests and questions.
  • Provides specialized administrative support to the, Director of Human Resources, as well as County Directors and Managers.
  • Track applicant information, interview notes, and hiring metrics in the Applicant Tracking System (ATS).
  • Handles applicant and employee inquiries and complaints to ensure quick, equitable, courteous resolution; maintains contact in person, and by phone, email, or mail.
  • Assists with all Countywide recruitment functions to include job postings, advertisements, hiring actions, applicant tracking, new hire paperwork, background checks, etc.
  • Assists with the Merit Hire process for Human Services departments under the Merit Hire system.
  • Processes, composes and maintains confidential correspondence, reports and documents, establishes and maintains files, logs and statistics required within the department.
  • Coordinates posting of position announcements, including coordination with departments, and external advertising.
  • Works with Elected Officials and Department Heads to schedule new hire orientations, Conducts new hire orientations, including basic employment paperwork, benefits enrollment, and compliance.
  • Maintains and prepares new hire paperwork in the ATS for new hire orientation.
  • Conducts pre-employment background checks including, but not limited to, employment verifications, reference checks, and criminal background checks. Tactfully communicates with applicants concerning status of hiring decision.
  • Schedules and reviews applicants for required department assessments.
  • Processes new hire and termination/resignation/retirement notifications.
  • Assists with onboarding process for all new employees and newly promoted employees.
  • Composes letters, memos, forms and documents as required.
  • Operates a computer using a variety of programs, to include HR office related software programs.
  • Assists Human Resource Manager-Recruitment with department projects and programs to include contracts, surveys, annual budget estimates and other fiscal and statistical reports.
  • Processes, composes and maintains confidential correspondence, reports and documents, establishes and maintains files, logs and statistics required within the department.
  • Communicates with potential candidates and new employees regarding the terms of their employment based on applicable negotiated agreement provisions. Assists all new hires with navigating and completing the onboarding process (salary, benefits, etc.).
  • Assists Human Resources Generalist with unemployment claims.
  • Assists with inquiries from public and others regarding departmental procedures.
  • Assists in conducting audits on HR programs and recommends corrective action.
  • Interacts with other internal and external departments, outside bureaus, agencies, and general public daily as needed to perform essential job duties.
  • Makes photocopies; mails, scans and emails documents; and performs other clerical functions.
  • Files documents into appropriate employee files.

OTHER DUTIES OF JOB

  • Assists other department employees, as necessary.
  • Arrange/attends meetings, training, seminars, hearings and orientation as required.
  • Performs other job-related duties, as required.

SUPERVISION RECEIVED

Receives occasional instruction from HR Manager-Recruitment and Director of Human Resources in regard to daily work duties.

SUPERVISION GIVEN

None.

WORKING CONDITIONS

  • Works indoors in adequate work space with adequate temperatures, ventilation and lighting.
  • Works with average indoor exposures to noise and stress, but subject to frequent disruptions; normal indoor exposure to dust/dirt.
  • Occasionally works flexible hours to meet needs of the job.

PHYSICAL AND MENTAL REQUIREMENTS

  • Must possess ability to record, convey and present information, explain procedures and follow instructions.
