CLASS TITLE: HR SPECIALIST (RECRUITMENT & ONBOARDING)

PURPOSE OF JOB

This position is responsible for coordinating and administering recruitment, onboarding,
orientation, and training initiatives that support Newton County’s workforce needs and
organizational goals. The HR Specialist (Recruitment & Onboarding) serves as a key resource
throughout the employee lifecycle by managing full-cycle recruitment activities, facilitating
new employee onboarding and orientation programs, coordinating training and development
opportunities, and promoting employee engagement and retention efforts.

JOB RELATED REQUIREMENTS

Work Schedule: Monday – Friday, 8:00am – 5:00pm.

Regular and predictable attendance is required.

ESSENTIAL DUTIES AND RESPONSIBILITIES

The following duties are normal for this job. These are not to be construed as exclusive or

all-inclusive. Other duties may be required and assigned.

Responsible for the full scope of recruitment services needed to staff vacant positions which
includes: advertising, networking and direct sourcing, screening, interviewing, applicant skills
testing, coordination of pre-employment evaluations, and onboarding.

Coordinate the recruitment efforts for exempt and nonexempt personnel.

Consult with Hiring Managers to identify recruitment needs and provide expertise on
candidate sourcing, applicant skills testing, and County process and procedure prior to job
posting.

Consult with Hiring Managers for detailed review of job descriptions; the development of job
posting screening questions; and establishment of advertised work schedule and pay range
prior to posting.

Post and maintain job positions internally, on the County’s external website, and other external
sites.

Maintain and ensure appropriate job description version control in HR master inventory.

Source, screen, interview, and refer qualified candidates to hiring managers; participate in
employment interviews and guide the interview committee through the interview process.

Apply laws, policies, and procedures consistently to ensure the equal opportunity of all
applicants and employees.

Manage confidential and sensitive information using good judgment and professional practices.

Proactively contact candidates to keep them engaged and informed.

Contact job applicants for job offers and act as the liaison between the candidate and
management team during the job offer process.

Coordinate background checks and pre-employment testing for prospective employees.

Coordinate development and retention of necessary and sufficient documentation of
employment decisions.

Obtain reference checks, motor vehicle records, and criminal histories of prospective
employees.

Coordinate and process new employee documentation related to employment.

Analyze background investigation results and employment application information per
applicable law, ordinance, policy, and procedure for qualifying and disqualifying factors.

Develop and sustain metrics and reports for the talent acquisition process.

Continuously review, analyze, and recommend practices pertaining to new and innovative
recruitment strategies and the promotion of organizational brand awareness.

Maintain the Applicant Tracking System (ATS) to ensure postings and applicant flow are
current and to source passive candidates. Compile reports from the ATS database.

Build and maintain working relationships with applicant referral employees at area colleges,
universities, workforce programs, staffing, and community agencies.

Coordinate and participate in job fairs and community service functions.

Coordinate, develop, and facilitate employee orientation, training, and professional development
programs to support employee growth, organizational effectiveness, and compliance with county
policies and procedures.
Facilitate and track employee participation in required and elective training programs, maintain
training records, and assist departments in identifying workforce development and compliance
needs.
Perform other duties as assigned.

MINIMUM TRAINING AND EXPERIENCE REQUIRED TO PERFORM ESSENTIAL

JOB FUNCTIONS

Education and Experience

Bachelor’s Degree in Human Resources or a related field required; supplemented by one (1) year
or more of professional experience in the area of assignment; or any equivalent combination of
education, training, and experience that provides the requisite knowledge, skills, and abilities for
this job.

Licenses and Certifications

PHR, SHRM-CP, or Certified Employee Benefits Specialist (CEBS) certification preferred.

Recruitment, selection, interviewing, and onboarding processes.
Human Resources Information Systems (HRIS), applicant tracking, & record keeping.

Employee orientation, training, and workforce development principles.

Recruiting and sourcing qualified candidates.
Conducting interviews and screening applicants.
Presenting Orientation and training programs.
Organizing and managing multiple projects and deadlines. Ability to prepare and maintain
accurate and detailed records.
Communicating effectively, both orally and in writing.

Maintain confidentiality and handle sensitive information with discretion.
Exercise sound judgment and decision-making
Demonstrated ability to work independently and deliver results while working in a fast-paced,
change-driven environment. Excellent organizational and time-management skills.
Ability to apply critical thinking skills to identify appropriate resolution for routine and non-
routine issues.

Strong technology skills with a willingness to conquer new systems and software. Excellent
computer skills in Microsoft Windows environment, including MSWord, MS Excel and Outlook.

PHYSICAL REQUIREMENTS: Must be physically able to operate a variety of machinery
and equipment including standard office equipment, a computer terminal, and a printer. Must
be able to use body members to work, move, or carry objects or materials. This position
requires: walking, bending, stooping, standing, pushing, pulling, lifting, fingering, grasping,
feeling, seeing, talking, hearing, and repetitive motions. Must be able to exert up to 10 pounds
of force occasionally. Physical demand requirements are at levels of those for sedentary work.

and office equipment. Must have the ability to use one hand for twisting or turning motion
while coordinating the other hand with different activities. Must have minimal levels of
eye/hand/foot coordination.
