Position Summary
The HR Specialist / Recruiter is responsible for supporting full-cycle recruitment, onboarding, and core HR functions in alignment with federal contractor compliance requirements, including OFCCP regulations, EEO/AA guidelines, and prevailing wage labor standards. This role ensures that all talent acquisition and personnel activities are conducted with integrity, consistency, and legal compliance, while contributing to a positive candidate and employee experience.
This position partners with hiring managers to understand workforce needs, builds diverse candidate pipelines, and helps administer employment processes including onboarding, personnel file compliance, and benefits coordination.
Key Responsibilities
- Coordinate and execute the full recruitment cycle: job postings, screening, interviews, and offer letters.
- Ensure compliance with all federal contractor requirements, including proper job advertisement channels, applicant tracking, and dispositioning in accordance with OFCCP regulations.
- Maintain and update Affirmative Action Plans (AAP) and assist with EEO-1/VETS-4212 reporting.
- Collaborate with union representatives, if applicable, to ensure hiring aligns with labor agreements.
- Facilitate onboarding for union and non-union hires, ensuring timely completion of I-9s, E-Verify, and new hire documents.
- Maintain accurate employee records and ensure compliance with federal and state labor laws.
- Assist with HR audits and maintain documentation per DOL, OFCCP, and company standards.
- Participate in job fairs and outreach efforts to fulfill diversity and compliance goals.
- Support the HR department in other administrative duties as needed, including employee relations, benefits administration, and training coordination.

Qualification & Experience
- Bachelor’s degree or equivalent experience.
- 2–4 years of HR/recruitment experience, preferably in a federal contractor or union environment.
- Strong knowledge of EEO, OFCCP, and labor law compliance.
- Experience using applicant tracking systems (ATS) and HRIS platforms.
- Excellent interpersonal, communication, and organizational skills.
- Ability to handle confidential information with integrity and discretion.
- Experience in the construction industry preferred
Technical Skills
- Proficient in Microsoft Office: Excel, Word, Outlook, Teams, etc.
Physical Requirements
- Must be able to lift up to 25 pounds occasionally
- Must be able to sit or stand for extended periods and perform work on a computer
