JOB SUMMARY
To develop and implement recruitment strategies to attract top healthcare talent that supports the rapid growth across multiple service areas, including Kitsap OBGYN, Suquamish Care Center, Wellness Center, and Healing House to enhance operational efficiency and ensure continuity of high-quality patient care. Responsible for records administration, including file maintenance and auditing, clerical support and data entry, and processing paperwork related to pre-hire recruitment tracking, on-boarding new employees, and maintaining accurate and up-to-date human resources files, records, and documentation specific to the Health Division, and other departments assigned. This position will develop new methods to improve human resources recruitment services, will collaborate with hiring managers to identify the most effective approach to filling vacancies, and participate in recruitment efforts to solicit applications for hard to fill positions. (e.g., recruitment or job fairs) This position requires ability to collaborate closely with internal teams to enhance the hiring, on-boarding, and exit process. Maintains files related to certifications, licensures, and other credentials or data tracked by Human Resources, works with management to maintain up-to-date job descriptions for all positions, negotiates job offers and terms of employment with selected candidates, compiles hiring metrics, and provides feedback in procedure documentation, form creation and editing. Assists with a variety of Human Resources duties that promote workforce development and employee engagement.
MAJOR RESPONSIBILITIES & DUTIES
- Take lead in accountability for the development, recruitment, orientation and promoting culture in partnership with Health Division leadership. Healthcare recruitment will require accelerated hiring timelines, precise credential verification, and strict compliance with licensing regulations to provide patient access to care and service delivery.
- Responsible for credential & licensing verification of active state licenses, certifications, and scope of practice. This includes verifying license through state systems prior to hire.
- Ongoing tracking of annual license and training expirations, renewals, and monitor for compliance risk.
- Collect and review immunization records for healthcare staff prior to date of hire, and ensure all on-boarding and credentialing documentation is completed before hire date
- Coordinate interview logistics and conduct rapid response time on on-boarding outcomes.
- Forward qualified candidates to hiring managers for timely review.
- Initiate standardized interview packets upon request to hire, including structured interview questions, and preparing and managing interview materials.
- Maintain a database of potential candidates for future job opportunities.
- Conduct reference checks and criminal history background verifications.
- Negotiate job offers and terms of employment with selected candidates.
- Conduct proactive outreach to professional associations and targeted talent networks with healthcare professionals and related agencies.
- Stay current with industry trends and best practices in healthcare recruitment.
- Utilize social media, job boards, and other recruitment platforms to advertise job openings, including the HRIS operating system. This includes maintaining the integrity and confidentiality of employment records using human resources management system software.
- Provide guidance and support to candidates throughout the recruitment process
- Prepare and present recruitment reports and metrics for management on Health Division recruitment statistics.
- Coordinate and prepare the advertisement for internal and external employment opportunities, including external collaboration with career referral firms if necessary.
- Work with hiring managers and interview teams to ensure job requirements and expectations are clearly understood and candidates are assessed against appropriate criteria.
- Responds to questions from employees, supervisors, and external sources. Provides basic information about HR and employment processes
- Must understand work classification status and impact to employee benefits for finalizing on-boarding process.
- Must have ability to learn and have a general understanding of benefit programs, such as group health, flexible spending accounts, dental and vision, accident and disability, life insurance, 401(k), and wellness benefits in order to provide basic information about benefits during on-boarding process acting as a backup on behalf of the Benefits Specialist.
- Initiates regular follow-up with the respective hiring managers and candidates to ensure timeliness of recruitment process and activities.
- Track and report key metrics designed to measure and predict staffing activity and collaborate with leadership to forecast workforce needs
- Build and maintain candidate pipelines for high-demand roles.
- Coordinates employee identification badge processing, and issuance.

QUALIFICATIONS
- High School diploma or equivalent required.
- Bachelor’s degree in human resources, Business Administration, or a related field, and at least two years of experience in recruitment or related field.
- Previous experience in healthcare recruitment or staffing desired.
- Strong understanding of healthcare industry roles and requirements.
- Proficiency with applicant tracking systems and/or HRIS recruitment software.

INTERPERSONAL CONTACTS
The Healthcare Recruiter will have extensive contact with Health Industry professionals both internally and externally. Internal contacts will include coordination with other Tribal Government staff that also provide membership services to the community. The Healthcare Recruiter will have frequent contacts that involve confidential or sensitive matters requiring a professional demeanor and strict adherence to confidentiality in this position.
JOB CONDITIONS
The principal job site is located in the Administrative office at the Suquamish Tribal Center and may require hybrid location to fit the needs of the Health Division Recruitment priorities. The work environment is located in a general office setting, which would have appropriate lighting and heat, adequate ventilation, and equipment necessary for the position. The physical demands described here are representative of those that must be met by an employee to successfully perform the primary functions of this job. While performing the duties of this job, the employee may be required to frequently stand, walk, sit, bend, twist, talk, hear and perform repetitive motions. There may be prolonged periods of sitting, keyboarding, and reading. The employee must occasionally lift and/or move up to 50 pounds. Specific vision abilities required by this job include reading, distance, computer, and color vision. Talking and hearing are essential to communicate. There are a number of deadlines associated with this position, and employees must be able to handle frequent interruptions.
