About SHINE Management
SHINE Management is part of SHINE, a government contracting firm that supports federal, defense, and state and local government missions. Our recruiting team connects mission-ready professionals with the programs that need them, and we treat every candidate with the same care we give our clients.
The Recruiter, Cleared Construction will own full-cycle recruiting for cleared trades, construction security, and project management roles on secure facility and overseas government construction projects. You will build talent pipelines across a small, tight-knit community where reputation, responsiveness, and clearance accuracy matter.
This role suits a recruiter who already knows the cleared construction world, who can talk SCIF builds, OBO-style overseas projects, and deployment logistics with candidates and wants flexible, part-time hours.
Key responsibilities
- Run full-cycle recruiting for cleared construction roles: intake, sourcing, screening, submittal, offer support, and onboarding hand-off.
- Source candidates holding active Secret, Top Secret and TS/SCI clearances, with polygraphs.
- Recruit for CONUS secure facility projects (SCIF/SAPF builds to ICD 705 standards) and OCONUS projects, including embassy, consulate, and military installation work.
- Verify clearance level, eligibility, investigation dates, and access through approved channels in coordination with Security.
- Screen candidates for OCONUS readiness: deployment availability, passport status, medical and fitness requirements, rotation schedules, and family or relocation considerations.
- Build and maintain long-term pipelines through referrals, industry networks, job boards, LinkedIn, and cleared-talent platforms.
- Keep candidate records, notes, and pipeline status current in ATS.
- Prepare SHINE-formatted resumes and submittal packages with honest, accurate assessments of each candidate's fit.
- Partner with hiring managers and project leads to understand schedules, mobilization dates, and labor category requirements.
- Represent SHINE professionally with a warm, responsive candidate experience, including clear communication through each step of the process.
Required qualifications
- 3+ years of full-cycle recruiting experience, with at least 2 years recruiting cleared candidates for construction, facilities, or secure-site programs.
- Working knowledge of security clearance levels (Secret, TS, TS/SCI), investigation types, reciprocity, and verification practices.
- Demonstrated success filling OCONUS roles, including familiarity with deployment logistics, rotations, and overseas mobilization timelines.
- An established network within the cleared construction community.
- Familiarity with secure construction terminology: SCIF, SAPF, ICD 705, CSTs, Site Security Managers, Cleared American Guards, and construction surveillance.
- Proficiency with an applicant tracking system and Boolean or X-ray sourcing techniques.
- Strong written and verbal communication skills and sound judgment with sensitive candidate information.
- U.S. citizenship.
- Availability for approximately [20] hours per week, with some flexibility for candidates in other time zones.
Preferred qualifications
- Experience recruiting for U.S. Department of State Overseas Buildings Operations (OBO), USACE, or NAVFAC construction programs.
- Prior construction, facility security, or military experience.
- Experience with BreezyHR ATS, ClearanceJobs, and LinkedIn Recruiter.
- Bachelor's degree in human resources, business, construction management, or a related field, or equivalent experience.
- Recruiting certifications such as AIRS or SHRM-CP.
Work environment and compensation
This is a part-time role of approximately [20] hours per week, worked remotely from within the U.S. (EST preferred) Because OCONUS candidates span many time zones, some early-morning or evening calls may be needed; schedules are set with your manager.
Equal opportunity
