The Associate HR Director – Recruitment and Staffing is a strategic and hands-on Human Resources leader responsible for leading full-cycle recruitment and staffing while serving as the HR Business Partner for operational leaders and staff across a multi-site behavioral health organization as the recruiting and staffing subject matter expert. This role partners closely with executive leadership, senior/program directors, clinical leaders, and department managers and supervisors to drive recruiting/staffing and overall HR excellence, workforce planning, and organizational effectiveness.

The successful candidate thrives in a fast-paced, high-growth healthcare environment and is equally comfortable developing strategy, coaching leaders, recruiting difficult-to-fill clinical positions, and personally executing day-to-day priorities and responsibilities. Additionally, the ideal candidate is an energetic, hands-on HR leader who enjoys balancing strategic partnership with operational execution. This individual is comfortable recruiting high-volume clinical positions one day, coaching senior leaders the next, and using workforce analytics to improve organizational performance for recruitment and staffing efforts. They possess strong business acumen, exceptional interpersonal skills, and a passion for supporting high-quality patient care through exceptional talent and leadership.

Duties and Responsibilities

Leadership/Recruitment and Staffing
Lead all aspects of full-cycle recruitment for clinical, nursing, behavioral health, allied health, and corporate support positions.
Personally recruit and fill exempt, non-exempt, leadership, and hard-to-fill clinical positions.
Develop recruiting strategies that reduce time-to-fill while improving quality of hire.
Build proactive talent pipelines for critical positions.
Partner with operations leaders to forecast workforce needs and develop staffing plans.
Manage candidate sourcing through job boards, professional associations, referrals, colleges, community outreach, social media, and networking.
Oversee applicant tracking system activity, recruiting metrics, and compliance.
Ensure an exceptional candidate experience from sourcing through onboarding.
Partner with marketing to strengthen employer branding initiatives.
Attend career fairs, hiring events, networking events, and community outreach programs.
Analyze recruiting data including:
Time-to-fill
Cost-per-hire
Vacancy rates
Offer acceptance rates
Candidate pipeline effectiveness
Turnover trends
Develop innovative recruiting initiatives for high-volume and difficult-to-fill positions.
Create innovative internal and attend external career fair(s).
Other related duties as assigned.

HR Business Partner/Recruitment and Staffing SME

Build strong partnerships with operational and clinical leadership through open office hours, meetings and consults.
Influence business decisions through data-driven (HR) recommendations.
Promote a culture of accountability, engagement, diversity, inclusion, and continuous improvement.
Mentor recruiters and HR team members when applicable.
Participate in strategic HR initiatives across the organization.
Serve as trusted HR advisor to executive leaders, facility administrators, and department managers and supervisors.
Coach leaders on solid recruitment principles.
Partner with leadership to improve employee engagement, retention, and organizational culture through recruitment (attraction and selection).
Ensure consistent application of company policies and employment practices.
Support change management initiatives during organizational growth and transformation.
Assist leaders with staffing, workforce and succession planning.
Interpret employment laws related to recruitment and ensure compliance with federal, state, and local regulations.
Monitor turnover trends and implement retention strategies.
Participate in organizational restructuring, acquisitions, and integration activities as needed.
Ensure recruiting and employment practices comply with healthcare regulatory standards.
Maintain confidentiality of team members and organizational information.
Support accreditation readiness related to recruitment including CARF, NADD, ASO, and state licensing requirements as applicable.
Exhibit strong skills and foundation in sound HR Leadership principles
Execute initiatives with positive results.
Collect, analyze, and leverage data to drive change.
Other related duties as assigned.

Minimum Qualifications

High School Diploma or GED and five (5) years of managerial or supervisory experience in human resources; or two (2) years of experience required at the lower-level Mgr. 2, Human Resources (HRM011) or position equivalent. Note: An equivalent combination of knowledge, education, job or intern experience, training, or certifications that provides necessary knowledge and skills to successfully perform the job at the level listed may be substituted year-over-year.
Minimum of one (1) year of healthcare or behavioral health HR experience.
Demonstrated success recruiting clinical, nursing, behavioral health, and leadership positions.
Absolute team player with high-priority collaboration skill set.
Experienced HR professional within healthcare; behavioral health being a plus.
Experience providing excellent service to a variety of internal and external customers.
Experienced with utilizing MS Office Suite. Strong experience with Excel.
Technical proficiency with HRIS/HCM systems recruitment modules (Workday, UKG specifically a plus) with experience and strong knowledge utilizing an ATS system for recruitment efficiency.
Availability to work occasional evening/weekend work to support recruiting events and business needs.
Ability to travel up to 25-40% with the four (4) counties the organization serves.

Preferred Qualifications

Experience supporting organizations with 500–1,500 employees preferred.
Experienced with implementation of ATS/HCM system.
Experience with building data reports and insights for area of specialization with strong analytical and reporting capabilities.
Experience with building and refining attraction and selection infrastructure and programming as a leader
Multi-site healthcare experience is strongly preferred.
Any HR and/or recruitment specific certification(s).

Requirements/Competencies

May require TB Evaluation at pre-employment and annually.
May require be required to pass a pre-employment drug screen and be subject to random drug screens.
