This role is for the professional who has moved beyond managing a portfolio of requisitions and is ready to help shape an organization's philosophy to talent acquisition. Reporting to the Senior Director of Human Resources, you will execute NCIA's recruitment strategy, strengthen our processes and partnerships, use data to improve results, and serve as a credible talent advisor to executives and hiring leaders.

You will stay connected to the work by personally leading specialized, priority, and difficult-to-fill searches. The role will provide direction and accountability to Talent Acquisition staff, contractors, agencies, and recruitment partners.

What You Will Lead

Translate NCIA's workforce needs and growth priorities into a proactive, organization-wide talent acquisition strategy.
Advise executives and hiring leaders on workforce planning, talent availability, sourcing challenges, position requirements, and hiring decisions.
Own and continuously improve the recruitment process, creating greater consistency, accountability, and momentum from intake through the transition to onboarding.
Build sustainable pipelines for leadership, specialized, high-volume, and difficult-to-fill roles through creative sourcing and meaningful community, educational, and workforce partnerships.
Use recruitment metrics and workforce trends to identify barriers, forecast needs, and recommend improvements to recruitment practices and staffing strategies.
Strengthen NCIA's employer brand and evaluate the technology, advertising resources, agencies, and vendors that support recruitment.
Coach hiring managers on interviewing, candidate evaluation, equitable selection practices, and timely decision-making.
Lead priority searches and provide direction, coaching, and workload oversight to internal and external recruitment resources.

Qualifications

Bachelor's degree in Human Resources, Business Administration, Organizational Management, or a related field; an equivalent combination of education and relevant experience may be considered.
Four or more years of progressively responsible talent acquisition experience, including full-cycle recruitment.
Demonstrated experience leading or significantly strengthening a talent acquisition function, recruitment program, or organization-wide hiring process.
Experience advising senior leaders and hiring managers on workforce needs, recruitment strategy, and difficult-to-fill positions.
Proven success developing sourcing strategies and talent pipelines across multiple position levels and job categories.
Experience using applicant tracking systems, recruitment metrics, and workforce data to improve hiring outcomes.
Strong knowledge of employment laws and equitable recruitment and selection practices.

Preferred Qualifications

Experience directing the work of recruitment staff, contractors, agencies, or vendors.
Recruitment experience within human services, behavioral health, healthcare, education, nonprofit organizations, or services supporting people with intellectual and developmental disabilities.
Experience developing community-based, workforce, and educational partnerships.
Experience with Paycom or a comparable HRIS and applicant tracking system.
SHRM-CP, SHRM-SCP, PHR, SPHR, or another relevant professional certification.

Additional Requirements

Successful completion of criminal background screening, fingerprinting, and drug testing.
A valid Maryland Driver's License with fewer than three points, if driving is required for the position.
Flexibility to attend recruitment events, visit NCIA locations, and travel occasionally.

Bachelor’s degree in Human Resources, Business Administration, Organizational Management, or a related field; an equivalent combination of education and relevant experience may be considered.
Four or more years of progressively responsible talent acquisition experience, including full-cycle recruitment.
Demonstrated experience developing sourcing strategies and recruiting for multiple position levels and job categories.
Experience partnering with senior leaders and hiring managers on recruitment and workforce needs.
Experience using applicant tracking systems and recruitment metrics to manage and improve outcomes.
Demonstrated knowledge of federal and state employment laws and regulations related to recruitment and selection.

PREFERRED QUALIFICATIONS

Previous experience leading a talent acquisition function or supervising recruitment staff.
Recruitment experience within human services, behavioral health, healthcare, education, nonprofit, or DDA/intellectual and developmental disabilities environments.
SHRM-CP, SHRM-SCP, PHR, SPHR, or other relevant professional certification.
Experience with Paycom or a comparable HRIS/ATS.
Experience developing community-based and educational recruitment partnerships.

ADDITIONAL REQUIREMENTS

Must be able to successfully complete a criminal background check, fingerprinting, and drug screening.
Valid Maryland Driver’s License with less than 3 points, if driving is required for the position.
Full-time schedule with flexibility to accommodate recruitment events, site visits, and occasional travel.
