Position: Human Resources Assistant / Recruiter

Status: Part-time: Monday through Friday, 20-24 hours per week (schedule to be determined)

Position Purpose

Assists the Human Resources Director with policies, procedures and activities of the human resources department in accordance with applicable federal, state, and local standards and regulations.

Required/Preferred Qualifications

An associate’s degree in human resources, business administration or related field from an accredited college or university is preferred.
Two years of experience with demonstrated success in human resources or recruiting required.
Knowledgeable of the laws, regulations, and guidelines concerning personnel administration in senior living and senior care settings.

Major Duties and Responsibilities

Primarily responsible for recruiting, screening, and interviewing applicants to fill open positions.
Identifies candidates to be referred to department heads for second interviews.
Checks applications and references for prospective employees.
Conducts employee background checks in accordance with facility policy.
Assists in planning, developing, organizing, implementing HR policies and procedures.
Assists with maintaining written job descriptions and performance evaluations as applicable for each staff position in accordance with applicable laws.
Maintains confidentiality of all pertinent employee information in accordance with the Privacy Act, as well as the facility’s established policies governing the release of information.
Assists with maintaining an adequate personnel record filing system that meets the needs of the facility and complies with current employment practices.
Works with the office staff to ensure compliance with current federal and state employment regulations regarding wages, overtime, work hours, worker’s compensations, FMLA, etc.
Ensures compliance with hiring/discharge policies and procedures.
Assists with orienting new personnel to the facility and explain personnel policies, procedures, payroll procedures, grievance procedures, etc. as established in the facility’s operational policies and procedures.
Keeps department directors informed of changes in personnel matters accordingly.
Maintains excellent communication with the Human Resources Director and other department heads as needed concerning personnel needs, problems areas, etc., as deemed necessary or appropriate.
Collaborates with others to recruit, select, and train competent personnel.
Hires personnel in accordance with the facility’s established hiring practices.
Arranges for any pre-employment testing, background checks, health screening, etc. in accordance with facility policies.
Collaborates with office staff to process new hire personnel information and any change of status data, payroll change, etc.
Conducts exit interviews and ensures information is placed in the employee’s personnel records.
Maintains professional status and industry knowledge by staying up to date with current changes in personnel matters.
Creates and maintains an atmosphere of positive emphasis, warmth, personal interest and calm environment throughout the facility.
Follows established safety regulations including fire protection/prevention, infection control, smoking, etc., and assists personnel, residents and visitors to do the same.
Promotes teamwork, mutual respect, and effective communication.
Participates in the facility’s plan of correction response to an inspection survey and implements any follow-up as designated by the Human Resources Director.
Promotes safe work practices, safety rules, and accident prevention procedures to prevent employee injury and illness.

Treats all residents with dignity and respect. Promotes and protects all residents’ rights.
Establishes a culture of compliance by adhering to all facility policies and procedures. Complies with standards of business conduct, and state/federal regulations and guidelines.
Follows appropriate safety and hygiene measures at all times to protect residents and themselves.
Maintains confidentiality of protected health information, including verbal, written, and electronic communications.
Communicates noncompliance with policies, procedures or regulations to appropriate personnel, Human Resources Director and Executive Director/Administrator.
Reports any allegations of abuse, neglect, misappropriation of property, exploitation, or mistreatment of residents to Executive Director/Administrator. Protects residents from abuse, and cooperates with all investigations.
Reports any occupational exposures to blood, body fluids, infectious materials, and/or hazardous chemicals in accordance with facility policy.
Participates in all life safety and emergency drills and trainings. Fulfills responsibilities as assigned during implementation or activation of the facility’s emergency plan.
Reports work-related injuries and illnesses immediately to supervisor.
Follows established infection control policies and procedures.
As a condition of employment, completes all assigned training and skills competency.

May be subject to falls, burns from equipment, and/or odors throughout the day; encounter reactions from dust, tobacco smoke, disinfectants, and other air contaminants.
Subject to exposure to infectious waste, diseases and/or conditions which include AIDS, Coronavirus, Hepatitis B, and Tuberculosis.
May be subject to hostile or emotional residents, family members, visitors or personnel.
Communicates professionally and often with medical and nursing staff, and other departments.
Willing to be called back during emergency conditions.
Works in office and throughout the facility.
Willing to work to task completion in spite of frequent interruptions.
Works beyond normal working hours and on weekends or holidays when necessary.
