Job Summary

Responsible for strategic oversight and management of employee recruitment, selection, and orientation programs in support of organizational goals and objectives. Oversees recruitment requisitions and related position and staffing data within the Human Resources Information System (HRIS), ensuring accuracy, consistency, and alignment with established processes and business needs. Provides leadership in the cross-functional collaboration and continuous improvement of programs, projects, and/or initiatives. Ensures programs and operations are aligned with business needs and measured for impact, while collaborating closely with HR leaders, business partners, and stakeholders. Conducts, analyzes, and leads research and provides appropriate recommendations to facilitate implementations, changes, and/or enhancements. Provides leadership and consultative support to others related to the area of assignment.

Essential Functions

40% Staffing Operations & Data Management

  • Oversees and manages full-cycle recruitment and requisition operations within the HRIS, from requisition creation and posting through candidate selection, hiring, and closure.
  • Ensures the accuracy, integrity, and timely maintenance of staffing, requisition, and position-related data within the HRIS to support staffing operations, reporting, and organizational decision-making.
  • Evaluates staffing systems, workflows, and processes and recommends enhancements, tools, and solutions to improve operational efficiency, data integrity, and effectiveness.
  • Collects, analyzes, and presents staffing metrics and reports to inform HR strategy, operational decisions, and continuous improvement.

25% Leadership & Supervision

  • Oversees daily operations of the staffing team, assigns responsibilities, sets performance expectations, and provides coaching and development.
  • Guides the team and stakeholders through changes in processes, systems, or policies to ensure smooth transitions and adoption.
  • Ensures compliance with ethical standards and protects sensitive personnel information.
  • Maintains an on-site presence to provide direct leadership and operational support to the staffing team, address day-to-day needs, and ensure effective coordination of staffing operations.

15% Program Management

  • Designs, implements, and evaluates districtwide talent acquisition programs to enhance effectiveness, equity, and alignment with organizational needs.
  • Establishes project timelines, milestones, and accountability measures to ensure on-time delivery of key staffing initiatives.
  • Collects feedback and performance data to assess program success and identify areas for continuous improvement.
  • Collaborates with internal stakeholders to ensure programs are appropriately resourced, supported, and integrated with broader HR strategies.

15% Campus & Executive Support

  • Acts as a key resource for campus HR teams, offering expertise and guidance on staffing-related issues and ensuring consistency across the district.
  • Partners with district and campus leadership to align staffing strategies with organizational goals and strategic initiatives.
  • Develops and delivers resources, guidance, and training to campus HR teams and leadership regarding staffing processes and policy updates.

5% Other Duties as Assigned

Minimum Qualifications

Bachelor’s degree from a regionally accredited institution and five (5) years of work experience performing talent acquisition, staffing, or recruitment responsibilities, which includes at least two (2) years of experience in a lead or supervisory role.

An equivalent combination of the education and/or experience as described above sufficient to successfully perform the essential duties of the job such as those listed above, unless otherwise subject to any other requirements set forth in law or regulation, may be considered.

Desired Qualifications

  • Experience leading and supervising a human resources or talent acquisition team, including assigning work, coaching staff, and managing performance.
  • Experience managing full-cycle recruitment and requisition processes, including requisition development, posting, candidate screening and selection, hiring, and requisition closure.
  • Experience managing staffing, requisition, and position-related data within an HRIS, including maintaining data accuracy and integrity.
  • Experience managing, coordinating, or supporting HR and or talent acquisition programs, processes, or initiatives.
  • Experience partnering with HR professionals, executives, and organizational leadership to provide consultation, resolve staffing-related issues, and support strategic workforce or talent acquisition initiatives.
  • One year of relevant full-time MCCCD experience during the previous two years.
