Reporting to the Vice President of Human Resources, the Talent Acquisition Manager serves as the operational backbone of the talent acquisition function, supporting disciplined requisition and headcount governance, recruiting systems and data integrity, candidate and interview coordination, pre-employment activities, recruiting analytics, and contingent workforce administration. The role partners closely with recruiters, hiring managers, the People Services team, Finance, and other stakeholders to maintain efficient, consistent, and scalable talent acquisition processes while delivering a positive candidate experience

The Opportunity
Requisition and Workforce Governance
- Manage approved headcount and open requisitions; verify required approvals and documentation before recruitment activity begins.
- Reconcile open requisitions and hiring activity against approved headcount and partner with People leadership and Finance to identify discrepancies.
- Track requisitions from approval through closure, including new, replacement, and backfill hiring; proactively identify aging, stale, paused, or unapproved requisitions and drive resolution.
- Support position-control and workforce-governance processes, including alignment between the ATS, HRIS/position management tools, approved organizational structures, and workforce plans.
Talent Acquisition Operations & Systems
- Serve as the day-to-day process owner for the Applicant Tracking System (ATS), maintaining data integrity, job postings, candidate dispositions, workflows, templates, and user/process compliance.
- Maintain approved job descriptions and recruiting templates within applicable systems; troubleshoot workflow and data discrepancies and escalate system issues as needed.
- Coordinate interview scheduling, candidate communications, and recruiting logistics, ensuring timely follow-up and a consistent candidate experience.
- Serve as a point of contact for candidates throughout the hiring process, partnering with recruiters and hiring managers to ensure timely communication and a positive candidate experience.
- Partner closely with recruiters, hiring managers, People Services, Finance, and other stakeholders to support recruiting progress, process adherence, candidate transitions, and workforce reporting.
Offers & Pre-Employment
- Prepare and coordinate approved offer letters and related pre-employment documentation; ensure required approvals are documented before release.
- Coordinate pre-employment activities, including background and reference checks, and ensure a complete, timely handoff of cleared hires to HR Operations and/or Employee Experience for employee record creation, employment eligibility processes, orientation, and onboarding.
- Maintain candidate contact through the confirmed start date and coordinate the transition from candidate to new hire and handoff to the appropriate party on the People Services team.
Analytics & Reporting
- Own recurring recruiting dashboards and reporting, including open requisitions, requisition aging, time-to-fill/time-to-hire, pipeline conversion, source effectiveness, offer acceptance, candidate withdrawal, recruiter workload, and hiring volume/trends.
- Compile, analyze, and present talent acquisition, headcount, contingent workforce, and recruiting performance metrics to People leadership and business stakeholders; identify trends, risks, bottlenecks, and opportunities for process improvement.
- Provide ad hoc analysis supporting workforce planning and hiring strategy, including replacement versus growth hiring, agency utilization, contingent labor trends, and early-tenure hiring outcomes.
Contingent Workforce & Agency Administration
- Coordinate contingent workforce and staffing-agency administration, including requests, submissions, starts, assignment dates, extensions, conversions, and offboarding; maintain a centralized roster of temporary/agency resources and accurate status information.
- Maintain administrative records of agency terms, rates/markups, conversion provisions, assignment tenure, and performance information; coordinate billing reconciliation with Finance while preserving appropriate financial controls.
- Monitor contingent-worker tenure and conversion eligibility and flag upcoming conversions, assignment expirations, or other workforce decisions for responsible leaders.
- Support consistent staffing-vendor processes and maintain effective operational relationships with approved external recruiting and staffing partners.
What you bring
- 2+ years of experience in recruiting coordination or talent acquisition operations supporting a high-volume, multi-state, distributed workforce preferred (3-5 years preferred)
- Experience administering an ATS and producing reports (UKG Ready experience preferred).
- Experience coordinating staffing agencies, temporary labor, or contingent workforce processes.
- Bachelor's degree in Human Resources or a related field required, or an equivalent combination of education and relevant experience. Master’s degree preferred.
- Proficiency with Applicant Tracking Systems (UKG Ready preferred).
