Position Overview
Halvik is seeking a Talent Acquisition Manager to run the day-to-day recruiting operations that support our federal civilian, defense, and intelligence community programs. This role keeps the hiring process moving smoothly from approved requisition to new hire start date.
The Manager owns the applicant tracking system, validates and posts job descriptions, generates offers, verifies security clearances, and coordinates interviews. The role also manages recruiting vendors, supports weekly requisition reviews with hiring stakeholders, and partners with HR to deliver a seamless offer-to-hire transition.
By keeping requisitions accurate, stakeholders informed, and candidates moving, this position directly supports contract staffing commitments and the mission outcomes our federal customers depend on.
Core Responsibilities
- ATS Management: Serve as the day-to-day administrator of the applicant tracking system, maintaining requisitions, candidate records, workflows, statuses, disposition codes, and templates so data is complete and accurate.
- Job Description Validation and Posting: Review job descriptions with hiring managers for accuracy, labor category (LCAT) alignment, clearance requirements, and compensation ranges; post approved positions to the career site and job boards and ensure required EEO and pay transparency language is included.
- Offer Generation: Prepare offer letters in the ATS using approved templates, route offers through compensation approval workflows, apply contingencies tied to clearance or contract award, and track offer acceptance.
- Security Clearance Verification: Partner with the Facility Security Officer to verify candidate clearance eligibility and investigation status in DISS and NBIS before offer, and track clearance-contingent start dates.
- Interview Facilitation and Coordination: Schedule and coordinate interviews across hiring teams and candidates, track feedback, and keep candidates informed at each stage.
- Offer-to-Hire Transition: Partner with HR to ensure a smooth handoff from offer acceptance to onboarding, pre-employment documentation, and day-one readiness.
- Weekly Requisition Reporting: Produce weekly reports on open requisitions, pipeline status, interviews scheduled, offers extended and accepted, and upcoming start dates, organized by contract and program.
- Weekly Stakeholder Meetings: Participate in weekly requisition review meetings with VP, hiring managers and program leaders to review status, resolve blockers, and confirm next steps and priorities.
- Stakeholder Partnership: Serve as a contact for hiring managers, program managers, HR, and Security on recruiting process questions, keeping hiring timelines realistic and well communicated.
- Stakeholder Training: Train hiring managers on the hiring process, interview best practices, and timely, compliant feedback documentation.
- Vendor Management: Manage relationships with recruiting vendors, including job boards, background check providers, and staffing agencies; monitor service levels, review invoices, and track usage and contract renewals.
Minimum Requirements
Education: Bachelor's Degree in Human Resources, Business Administration, or a related field, or equivalent professional experience.
- Experience: Minimum of 7 years of talent acquisition or recruiting operations experience, including at least 5 years supporting a federal government contractor.
- Technical Proficiency: Hands-on experience administering an applicant tracking system including job postings and offer letter generation; proficiency in Microsoft Excel, Outlook, and Teams.
- Clearance Knowledge: Familiarity with security clearance levels and the verification process, including working with a Facility Security Officer.
- Compliance: Working knowledge of EEO and OFCCP recordkeeping requirements for federal contractors. Must be a U.S. citizen.

Preferred Expertise
- Demonstrated success in a mid-size government contractor supporting cleared and non-cleared hiring.
- Experience managing recruiting vendors such as job boards, background check providers, or staffing agencies.
- Experience building recruiting reports or dashboards in Excel, Power BI, or ATS reporting tools.
- Experience training hiring managers or leading recurring stakeholder meetings.
- Professional certification such as SHRM-CP or PHR.
- Strong organizational and communication skills, with exceptional attention to detail and discretion handling candidate and clearance information.
