Job Summary

The Talent Acquisition Analyst is a key member of the Phoenix College Human Resources team, responsible for facilitating the full-cycle recruitment and selection process to attract, evaluate, and hire qualified talent across a wide range of positions. This role partners closely with hiring managers to provide recruitment expertise, support efficient hiring practices, and ensure a positive candidate experience throughout the recruitment process. This role utilizes recruitment-related data to support informed decisions, identify trends, and evaluate the effectiveness of hiring strategies. This position conducts research and analysis to develop recommendations that enhance recruitment strategies, practices, and procedures.

We are seeking an enthusiastic and passionate recruiting professional who thrives in a fast-paced environment, effectively manages multiple priorities, and maintains a high level of confidentiality. In this role, you will collaborate with leaders across the college to understand workforce needs, develop recruitment solutions, create job postings, and guide hiring processes from start to finish. The position offers the opportunity to engage with a range of individuals, including students, staff, faculty, administrators, and members of the public.

Essential Functions

50% - Facilitates recruitment activities for all employment categories, including partnering with hiring managers to develop search plans, verify position requirements, create job postings, and implement recruitment advertising strategies. Provide comprehensive support throughout the hiring process by assisting applicants, screening and routing applications, scheduling interviews, reviewing recruitment documentation, and conducting background checks and employment verifications. Ensures compliance with hiring policies and procedures. Verify employment, credentials, and transcripts, conduct salary placements, process job offers, and complete new hire documentation. Enter and track data, archive recruitment materials, and update personnel files and applicant tracking systems. Maintain confidentiality standards, deliver exceptional customer service, and promote fair and equitable employment practices

25% - Develops forms, templates, and internal procedures; collaborates with the team on training sessions and presentations related to staffing functions and new employee orientation. Assists in managing position information within the Human Capital Management (HCM) system, maintains databases and records, and runs queries. Composes correspondence, utilizes various shared document resources, and may update the website with relevant hiring information

15% - Communicates and advises on detailed human resources policies, procedures, and practices; maintains compliance with pertinent laws and regulations; uses critical thinking to resolve various employment issues and situations; liaises with district office on processes and problem solving; troubleshoots HCM technical issues; may coordinate with internal constituencies, such as the Scheduling or Fiscal offices, with details in the Student Information System (SIS) or Fiscal Management System (FMS)

10% - Participates or leads assigned District and/or college special projects and/or committees; maintains current knowledge in the field through training opportunities and by attending regular HR meetings; backs up other teams in the office, including front counter intake as needed; assists with conducting New Employee Orientation; performs related duties as assigned

Minimum Qualifications

Bachelor’s degree from a regionally accredited institution, and two (2) years of work experience performing talent acquisition, staffing, or recruitment responsibilities.

An equivalent combination of the education and/or experience as described above sufficient to successfully perform the essential duties of the job such as those listed above, unless otherwise subject to any other requirements set forth in law or regulation, may be considered.

Desired Qualifications

  1. Two (2) or more years of experience implementing and/or supporting Human Resources full-cycle recruitment activities
  2. Bachelor’s Degree or higher in Human Resources, Business Administration, Organizational Development, Communication, or Psychology
  3. Two (2) or more years of experience using PeopleSoft or an equivalent online human resources system
  4. Experience developing training materials and presentations, facilitating training sessions, and/or delivering presentations to a variety of audiences
  5. Experience delivering customer service to multiple locations/departments through written communication, in person, and over the phone
  6. Current professional certification, such as SHRM-CP, SHRM-SCP, PHR, SPHR, or similar
  7. One (1) year of full-time, relevant MCCCD experience within the previous two (2) years.

  • May be required to lift or carry up to 25lbs
  • Travel to campus during the interview/selection process will be at the candidate's own expense

Positions in this class typically require: keyboarding, talking, hearing, seeing and repetitive motions.

Sedentary Work: Exerting up to 10 pounds of force occasionally and/or a negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects including the human body. Sedentary work involves sitting most of the time. Jobs are sedentary if walking and standing are required only occasionally and all other sedentary criteria are met.

Working Conditions: Work is routinely performed in an indoor office environment. Some work may involve occasional outdoor environments with exposure to a variety of weather conditions, including rain, wind, dust, cold temperatures and extreme desert heat. Work may involve internal and/or external visibility.

Travel: Work may involve travel to various locations throughout the District.
