JOB DESCRIPTION SUMMARY
The Staffing Specialist, Central is directly supervised by the Manager, Staffing and is responsible for supporting the hiring needs of assigned departments and position groups, managing the staffing of all District summer programming roles, and overseeing other assigned staffing processes.
The Staffing Specialist, Central will provide support to hiring managers in the selection, hiring, and placement of new hires and transfers. The Staffing Specialist is the Human Resources point of contact for assigned central office departmental hiring managers and new hires. The Staffing Specialist works closely with the Recruitment and Human Resources Information Systems (HRIS) teams within the Talent Management Division of the Human Resources Department as it relates to meeting central office recruitment and hiring needs.

ESSENTIAL FUNCTIONS
- Lead, coordinate and implement the selection and hiring of a portfolio of entry to mid-level central office and centrally-coordinated positions including, but not limited to, positions in the following departments: Athletics, Controller’s Office, Food Service, Maintenance, Plant Operations, and the Program for Students with Exceptionalities (PSE).
- Lead the implementation of summer program staffing while adhering to Collective Bargaining Agreement (CBA) requirements.
- Develop, implement, and manage the staffing processes for additional work opportunities in partnership with hiring managers, including developing job descriptions, coordinating with the teams responsible for compensation and Board approval, aligning selection procedures with applicable CBA requirements, and overseeing posting and selection activities.
- Lead the hiring, transfer, and promotion of various positions, across departments by proactively engaging hiring managers who have vacancies.
- Educate, consult, and advise hiring managers for the purpose of ensuring human resource practices are implemented in accordance with state and federal regulations, District protocols, and collective bargaining agreements, to ensure positions are filled efficiently, in compliance, and with high-quality candidates.
- Collaborate with hiring managers and lead the selection process, including screening applicants, reviewing resumes, developing selection tools, designing interview guides, scheduling interviews, and facilitating panel interviews.
- Prepare selection materials (resumes, interview schedule/guides, job descriptions, etc.) and distribute to panelists.
- Engage with candidates throughout the selection process regarding their candidacy to ensure a quality experience.
- Track and manage vacancies in accordance with Human Resources procedures to meet District staffing needs.
- Analyze applicant pools weekly to ensure that a diverse pipeline of candidates is available for hiring managers.
- Partner with the recruitment team to discuss staffing challenges, operational processes, and strategies that will support the increase of candidate pools and resolve vacancy concerns.
- Determine salaries and extend employment offers to recommended candidates, ensuring both candidates and hiring managers have clear expectations throughout the hiring and selection process.
- Process new hire paperwork for central office entry and mid-level positions, including assisting others in processing hires during high volume times, ensuring all pre-employment documents and personnel folders (e.g. clearances, health appraisal, payroll, benefits, etc.) are acquired, reviewed, tracked appropriately and created for each new hire, promotion, or transfer.
- Work closely with Summer Program Hiring Managers to acquire staffing levels and develop staffing timeline for each summer program.
- Collaborate with the Growth and Evaluation Division of Human Resources to provide information and assist in the development and implementation of New Employee Orientation to ensure new employees receive orientation to District culture, practices, and policies.
- Assist in the planning and implementation of the recruitment strategy for District positions by participating in recruitment events and activities.
- Participate in the planning and implementation of strategic projects and initiatives that support Talent Management priorities, including coordinating assigned activities, tracking progress, and collaborating with stakeholders to ensure timely and effective completion.
- Manage and organize the communications sent and received from shared HR email accounts.
- Handle staffing inquiries in a responsive, customer-focused manner, providing comprehensive information and advice.
- Provide regular updates and recommendations to the Manager, Staffing regarding staffing procedures, progress towards goals and challenges to meeting staffing goals.
- Participate in departmental, team, and individual planning and goal- setting.
- Communicate effectively and confidentially at all levels, over the phone, face-to-face, and electronically.
- Organize and maintain paper and electronic files.
- Other relevant duties as assigned by supervisor in support of the department’s or school’s goals and objectives and the District’s mission and Superintendent’s Priority Goals.
EDUCATION REQUIRED
Bachelor’s Degree in in Human Resources, Education, Management or Business (preferred) and 3-4 years of relevant experience.

YEARS OF EXPERIENCE
Bachelor’s degree and 3-4 years of relevant experience; or 5-8 years of relevant experience in lieu of a bachelor’s degree.
KNOWLEDGE, SKILLS, & ABILITIES
- Demonstrated experience leading full-cycle talent searches and structured selection processes, including developing and implementing targeted search strategies, interview guides, performance activities, rubrics, and other selection tools.
- Ability to independently manage and execute multiple talent searches, facilitate structured selection processes, and use selection tools to evaluate and identify qualified candidates.
- Demonstrated project management and presentation skills, with strong attention to detail and the ability to remain organized and meet frequent and changing deadlines.
- Ability to quickly learn and apply District policies, procedures, and collective bargaining requirements to staffing and selection work.
- Ability to work collaboratively as a team player, under pressure with multiple competing deadlines, and with culturally, educationally, and racially diverse internal and external customers.
- Demonstrated proficiency in MS Excel, Access, PowerPoint, Outlook, and Word (Frontline, and PeopleSoft/Munis preferred).
- Strong analytical skills and an aptitude for data.
- Working knowledge of school systems, collective bargaining agreements, human resource practices, federal and state employment laws and knowledge around Pennsylvania Department of Education certification requirements preferred.
- Ability to exercise a high degree of confidentiality, professionalism, poise, tact and diplomacy to accomplish objectives.
- Ability to innovate, research and think creatively.

This position requires individuals to live in the territorial boundaries of the School District of Pittsburgh. If hired for this position you will be required to establish residence within three calendar months of your hire date with Pittsburgh Public Schools.
