JOB SUMMARY

The Recruiter is responsible for developing and implementing effective recruitment and staffing strategies to attract, identify, interview, and facilitate the hiring of qualified and capable talent throughout Ability Plus.

This position is responsible for supporting recruitment efforts in areas of organizational need and managing key components of the full-cycle recruitment process, from identifying staffing needs and sourcing candidates through selection, hiring, and onboarding.

The Recruiter works closely with Human Resources leadership, department directors, supervisors, and HC coordinators to ensure timely staffing of open positions while maintaining compliance with applicable employment laws, organizational policies, and Ability Plus standards.

The successful candidate will demonstrate strong communication and interpersonal skills, sound judgment, professionalism, discretion, organization, and the ability to effectively manage multiple recruitment priorities in a fast-paced environment.

ESSENTIAL DUTIES AND RESPONSIBILITIES

RecruitmentTalent Acquisition

  • Develop, implement, and maintain effective recruitment strategies to meet the staffing needs of Ability Plus.
  • Identify current and anticipated staffing needs in collaboration with department leaders and hiring managers.
  • Manage and support the full-cycle recruitment process, from requisition through candidate selection, hiring, and onboarding.
  • Develop and maintain effective candidate sourcing strategies for a variety of positions throughout the organization.
  • Source qualified candidates through applicant-tracking systems, online job boards, social media, professional networks, recruiting databases, career fairs, community partnerships, employee referrals, recruiting firms, and other appropriate resources.
  • Review employment applications and candidate information to determine qualifications and alignment with position requirements.
  • Screen applicants and identify qualified candidates for consideration.
  • Select qualified applicants or refer qualified candidates to hiring managers and provide hiring recommendations when appropriate.
  • Schedule and conduct candidate interviews in accordance with organizational recruitment procedures.
  • Coordinate interview schedules and logistics between candidates and hiring managers.
  • Communicate with applicants throughout the recruitment process and provide information regarding position duties, responsibilities, compensation, benefits, schedules, working conditions, and advancement opportunities.
  • Conduct reference checks, background checks, and other pre-employment screening activities, along with assisting in onboading in accordance with Ability Plus policies and applicable laws.
  • Maintain an active candidate pipeline for hard-to-fill and high-priority positions.
  • Identify opportunities to strengthen recruiting outreach and improve candidate engagement.
  • Develop and maintain professional relationships with community organizations, educational institutions, workforce development programs, and other recruitment partners.

HiringOnboarding

  • Coordinate and support the hiring process, including completion and processing of required employment documentation.
  • Prepare and maintain employment records related to hiring, transfers, promotions, leaves, terminations, and other employment actions.
  • Ensure required hiring documentation is completed accurately and timely.
  • Coordinate and Assist with new-hire onboarding activities with Human Resources and Operations.
  • Schedule and/or conduct new employee orientation as assigned.
  • Communicate onboarding requirements and expectations to new employees.
  • Ensure new hires receive appropriate information regarding organizational policies, procedures, benefits, schedules, and employment requirements.
  • Work closely with Operations to coordinate start dates, training schedules, and other onboarding requirements.
  • Maintain accurate and timely recruitment and onboarding information within the Human Resources Management System (HRIS), applicant-tracking system, and other applicable systems.

Human Resources SupportCompliance

  • Interpret and explain Human Resources policies, procedures, standards, and applicable employment regulations within the scope of the position.
  • Maintain current knowledge of applicable employment laws, regulations, and best practices related to recruitment and hiring, including Equal Employment Opportunity (EEO) requirements and the Americans with Disabilities Act (ADA).
  • Maintain confidentiality of employee, applicant, and organizational information at all times.
  • Maintain and update Human Resources documents, including organizational charts, employee handbooks, directories, forms, and other HR-related materials as assigned.
  • Confer with management and Human Resources leadership regarding personnel policies, staffing needs, recruitment practices, and procedures.
  • Assist with employee relations matters, including employee concerns, workplace complaints, harassment allegations, and other issues, as directed by Human Resources leadership.
  • Provide management with information, resources, or training related to interviewing practices, candidate selection, counseling techniques, documentation, and performance-related matters.
  • Support compliance with organizational policies and applicable federal, state, and local employment requirements.
  • Maintain accurate and confidential personnel and recruitment records.

ReportingAdministrative Responsibilities

  • Generate and maintain recruitment, staffing, hiring, turnover, and other Human Resources reports as requested.
  • Assist with the preparation and analysis of recruitment metrics and staffing reports.
  • Monitor recruitment activity and communicate staffing challenges or trends to Human Resources leadership and management.
  • Assist with various HR-related special projects and reports on an ongoing or as-needed basis.
  • Maintain organized recruitment files and documentation.
  • Perform a variety of administrative duties necessary to support the Human Resources team and day-to-day operations.
  • Perform other duties as assigned.

  • Proficiency with Microsoft Office Suite or related software.
  • Ability to handle confidential and sensitive information appropriately.

EDUCATION AND EXPERIENCE

  • Bachelor's degree in human resources, Business Administration, Organizational Development, or a related field required; equivalent relevant work experience may be considered.
  • Two (2) or more years of experience managing or supporting all phases of the recruitment and hiring process highly preferred.
  • Experience recruiting within healthcare, human services, behavioral health, disability services, nonprofit, or other high-volume staffing environments is preferred.
  • Experience with applicant-tracking systems and Human Resources Information Systems (HRIS) preferred.

ADDITIONAL REQUIREMENTS

  • Must successfully complete all required pre-employment screening and background-check requirements.
  • Required to receive a satisfactory/negative response from the applicable criminal background repository, consistent with Ability Plus policy and applicable law.
  • Must demonstrate basic fluency in both oral and written English.
  • Must maintain confidentiality of all applicants, employees, and organizational information.
  • Must comply with all Ability Plus policies, procedures, training requirements, and applicable employment laws and regulations.
  • Must demonstrate professionalism and conduct consistently with the mission, values, and standards of Ability Plus.

PHYSICAL REQUIREMENTS

The physical requirements described below represent those necessary to perform the essential functions of this position:

  • Ability to sit for extended periods while performing computer-based and administrative work.
  • Ability to use a computer, keyboard, telephone, and other standard office equipment for extended periods.
  • Ability to communicate effectively in person, by telephone, and electronically.
  • Ability to occasionally lift and/or carry up to 15 pounds.
  • Ability to move throughout office and organizational work areas as necessary to perform job responsibilities.

WORK ENVIRONMENT

  • Primarily office-based with regular interaction with employees, applicants, managers, and other organizational stakeholders.
  • May require travel to Ability Plus locations, career fairs, recruitment events, community organizations, or other recruitment-related activities.
  • May require flexibility in work hours based on organizational staffing needs, recruitment events, interviews, and hiring priorities.
