Role Overview
The Recruiter owns the full caregiver hiring cycle, from sourcing to first shift, so Golden Care can accept every new client with a qualified caregiver ready. You will run high-volume recruiting for Home Care Aides, keep candidates moving through California compliance steps, and partner with scheduling to reduce turnover.
Success in this role means steady applicant flow, fast time to hire, and caregivers who stay.
Key Responsibilities
Sourcing and outreach
- Post and refresh caregiver openings on job boards such as Indeed, social media, and the Golden Care careers page.
- Build referral pipelines with community colleges, caregiver training programs, workforce centers, and faith and community groups.
- Plan and staff job fairs, open interview days, and community hiring events across San Diego County.
- Run and promote the employee referral program.
Screening and hiring
- Respond to new applicants within one business day and conduct phone screens.
- Schedule and lead interviews, check references, and extend offers.
- Assess candidates for reliability, compassion, language skills, transportation, and availability that match client needs.
Compliance and onboarding
- Guide each hire through Home Care Aide Registry enrollment, Live Scan fingerprinting, TB screening, and state-required training before any client contact.
- Complete I-9 verification and new-hire paperwork, and keep personnel files complete and audit-ready.
- Conduct background checks in line with the California Fair Chance Act and local ordinances.
- Coordinate orientation and hand off new caregivers to the scheduling team.
Retention and reporting
- Check in with new caregivers at 30, 60, and 90 days and flag concerns early.
- Track metrics including applicant volume, time to hire, source of hire, and 90-day retention.
- Maintain accurate records in the applicant tracking system and share weekly hiring reports with leadership.
Confidentiality
- Protect candidate, employee, and client information following HIPAA standards and Golden Care privacy policies.
- Share client details with candidates only on a minimum necessary basis, and only after hire and required training.
Qualifications
Required
- 2 or more years of full-cycle recruiting, ideally high-volume hourly hiring.
- Working knowledge of California employment law basics, including I-9, background check, and Fair Chance Act requirements.
- Strong phone, written, and in-person communication skills.
- Comfort with applicant tracking systems, job boards, and Microsoft 365.
- Organized, deadline-driven, and able to manage many candidates at once.
- Valid California driver's license, reliable transportation, and current auto insurance.
- Ability to pass a background check.
Preferred
- Recruiting experience in home care, home health, senior living, or healthcare staffing.
- Familiarity with California Home Care Aide Registry and CDSS Home Care Services Bureau requirements.
- Bilingual in English and Spanish, Tagalog, or another language common in San Diego County.
- Bachelor's degree in Human Resources, Business, or a related field.
- Experience handling confidential records under HIPAA or similar privacy rules.
Compensation and Benefits
This position pays an annual salary of $75,000, disclosed in line with California pay transparency law (Labor Code 432.3).

Work Environment and Physical Requirements
This role is based in the Golden Care San Diego office, with regular local driving to hiring events, schools, and community partners.
