The salary of the finalist(s) selected for this role will be set based on a variety of factors, including but not limited to, internal equity, experience, education, specialty and training. The starting salary range represents the college’s good faith and reasonable estimate of the range of possible compensation at the time of posting.

Job Summary

Manage the college’s talent acquisition function and provide leadership for recruitment, hiring, employment documentation, personnel records, and related compliance activities. Supervise and develop talent acquisition staff. Ensure hiring processes are effective, timely, compliant, and service focused. Partner with human resources leadership to improve hiring practices, support talent acquisition technology, strengthen recruitment efforts, and enhance the experience of applicants and hiring managers.

Essential Functions

Lead recruitment and hiring operations. Manage recruitment and hiring processes for college positions, including job descriptions, postings, applicant screening, interviews, selection documentation, and pre-employment requirements. Ensure hiring processes are timely, consistent, compliant, and aligned with college policies and procedures. Advise supervisors and hiring committees regarding recruitment and selection procedures. Coordinate with Compensation and Classification and Payroll departments regarding salary placement and payroll-related employment actions.
Lead continuous improvement and hiring-process transformation.
Evaluate hiring processes, technology, and stakeholder feedback to identify opportunities for improvement. Lead projects that improve recruitment effectiveness, user experience, efficiency, compliance, and customer service. Partner with Human Resources leadership, hiring managers, and employees to implement process improvements and new ways of working. Foster a culture of service, accountability, innovation, and continuous improvement within the talent acquisition team. Serve as the primary administrator for the talent acquisition module and related recruitment tools. Support system testing, troubleshooting, training, reporting, and process improvements.

Supervise and develop staff. Supervise talent acquisition staff, recommend personnel actions related to hiring, compensation, performance evaluations, training, leaves, discipline, grievances, work schedules and assignments, administers personnel and related policies and procedures per the collective bargaining agreements and the EEO/AA plan. Assign and monitor work to ensure timely, accurate, and customer-focused service. Promote employee development, cross-training, and continuous improvement.

Develop sourcing and recruitment strategies. Develop and coordinate recruitment strategies to attract qualified applicants. Partner with hiring managers to identify recruitment needs and challenges. Develop targeted recruitment approaches for difficult-to-fill positions. Represent the college at recruitment events and maintain relationships with external recruitment partners.

Oversee new hire documentation and personnel records processes. Oversee processes related to employment documentation, personnel records, record retention, and employment eligibility requirements. Ensure hiring records, contracts, I-9 and E-Verify documentation; personnel files, and related records are maintained accurately and timely. Monitor compliance with institutional, accreditation, contractual, regulatory, and governmental requirements related to hiring and employment records. Identify and address process issues, compliance concerns, and recurring errors.

Required Qualifications

Bachelor’s degree in human resources, business administration, management, leadership, organizational development, higher education, public administration, or a related field and four years talent acquisition, recruitment, staffing, hiring, or related human resources experience; OR Associate degree in a related field and eight years talent acquisition, recruitment, staffing, hiring, or related human resources experience; OR An equivalent combination of education and directly related experience that provides the knowledge, skills, and abilities required to perform the work.
Two years of supervisory experience or demonstrated experience leading employees, projects, or cross-functional initiatives.
Demonstrated experience identifying and implementing improvements to recruitment, hiring, or human resources processes.
Experience using an applicant tracking system, HRIS, or comparable enterprise system to support recruitment, hiring, records, workflow, and reporting processes.
Experience administering recruitment and selection programs including job postings, recruitment plans, screening criteria, interview materials, selection documentation, or hiring procedures.
Knowledge of applicable employment laws, regulations, and recordkeeping responsibilities, including equal employment opportunity, I-9 compliance, E-Verify, hiring documentation, selection and interviewing practices, equitable hiring processes, confidentiality, and personnel records management.
Ability to identify problems, evaluate options, and implement practical solutions that improve services and processes.
Strong verbal and written communication, consultation, and relationship building skills.
Demonstrated project management, facilitation, and organizational skills, including the ability to manage multiple priorities and lead process improvement initiatives.
Strong customer service orientation and commitment to providing responsive support to applicants, hiring managers, and other stakeholders.
Demonstrated ability to establish professional and service-focused working relationships with a wide variety of individuals coming from varied backgrounds.

Desired Qualifications

Talent acquisition or human resources experience in higher education, public education, government, or another public sector environment.
Experience supervising and developing talent acquisition professionals or HR support staff.
Experience supporting implementation, configuration, testing, or adoption of an applicant tracking system or recruitment module (e.g. PeopleAdmin, NeoEd, or similar systems), including process improvement and user support.
Experience developing sourcing strategies for specialized or difficult-to-fill positions.
Experience recruiting across multiple functions and/or locations, including operations, leadership, technical, skilled trades, or specialized roles.
Professional certification in human resources, talent acquisition, process improvement, project management, or change management.
