KDHE is comprised of three divisions: Public Health, Environment, and Health Care Finance (which includes the State’s Medicaid program, KanCare). Position Summary & Responsibilities
Position Summary: The HR Recruitment Manager position K0234256 will manage the recruitment and selection process in order to promote and retain a diverse and qualified workforce. Provide expert advice and consultation services to supervisors, managers, and Executive Leadership. Interpret and communicate human resource policies, procedures, statutes and federal and state regulations to managers, employees, and applicants. Collect and analyze data to monitor the effectiveness of program performance, determine priorities and ensure compliance with state policies and regulations. Identify process improvements for the recruitment and selection process. Identify issues, propose solutions, and implement efficiencies. Review hire recommendations to ensure employment law compliance. Identify underutilization of protected groups in job classes to promote a diverse workforce to meet agency EEO/AA objectives and recommend strategies for improving representation. Making sure that team is trained in the recruiting process and the temporary staff process Review requests for hire of current state employees. Negotiate salary to be offered to candidates when backfilling vacant positions. Making sure recruiting team is updated on changes as they happened with in the recruiting process and implementing them in a timely manner. Making sure all recruiting documents including job ads are updated for the recruiting team to use.
Oversee the entire recruitment process of qualified candidates for the Administrative (Office of the Secretary) Bureaus. Reviews Position Action Request to send over to the Department of Administration for approval. Determines if the Salary request is equitable across the agency. Reviews screening criteria and interview questions. Posts and advertisements open positions on the State of Kansas website and any other approved recruitment site to generate the maximum number of candidates possible. When necessary, the incumbent may go to career fairs to promote DPH positions. Incumbent works with the HR staff to verify applicants are uploaded into KDHE's personnel management system (MyOPS) then assists the recruiting supervisor with screening applicants to determine top qualified candidates. As necessary the incumbent participates in the interviewing process of candidates. Once all candidates are interviewed the incumbent will review the recruiting supervisor's interview summary and reference checks. If a top candidate is selected the incumbent gathers all relative materials (i.e., application, transcript, work history, recruitment file) and performs a background check. Once complete the incumbent works with the Determine appropriate salary level and extends an offer to the candidate. Once candidate has accepted an offer to hire the incumbent finalizes the hire letter and sends the initial on-boarding paperwork to the candidate and recruiting supervisor. During this time the incumbent is the point of contact for all questions related to employment with KDHE. As part of the onboarding process the incumbent confirms the recruiting supervisor has completed the necessary IT requests to ensure KDHE IT has adequate information to set up staff equipment and create computer access.
Job Responsibilities may include but are not limited to the following
- Manages the Position Description Library as part of the recruitment process by assuring current position descriptions are provided with each request to fill for vacancies.
- Provide professional and consultative service to managers and employees on complex components of employment under the provisions of the Federal Regulations, Kansas Civil Service Act and Kansas Administrative Regulations.
- Primary for Biweekly Position Changes in SHARP and verifying that MyOps was setup correctly. The HR Recruitment Manager will be secondary and will assist as needed with Position Description, SHARP Updates and MyOps.
- Responsible for management of the Workforce Development section of the grant including Intern Coordination, Jag-K, & Career Fairs. Will assist with the workplan assessment tools as it relates to the KDHE workforce.
- Train, mentor, and supervise the recruiting and Workforce Development team who are responsible for the processing of Vacant Position requests to fill, employment documents, and posting job requisitions. Ensure timely and quality customer service in the processing of recruitment job postings, advertising, and the review and processing of applications.
Qualifications
- Education:
- High School, GED
- Licensing & Certification:
- Valid Driver's License - Incumbent is required to have and maintain a valid driver's license when operating a state vehicle, a private vehicle, or a rental vehicle for the benefit of the State.
- Minimum Qualifications:
- Three years experience in planning, directing, organizing, managing or administering personnel or human resources operational functions. 1 year of recruitment/workforce development experience required.

- Preferred Qualifications:
- SHRM or HRCI Certification preferred.
- 4-6 years of direct experience in HR Management, Business/ Public Administration or related degree experience.
- Knowledge of the state of Kansas employment process
- Experience using SHaRP
- Experience advising job applicants and employees of application/employment process
