Overview

The Federal Human Resources Specialist will provide human resources and workforce-management support to the Department of Commerce Office of Security, Insider Risk and Continuity (OSIRC) within its Administrative and Management Office (AMO).

The position will focus primarily on talent acquisition, staffing, and hiring initiatives. The specialist will work with AMO management, hiring managers, senior leaders, and Office of Human Resources Management (OHRM) talent acquisition professionals to ensure staffing actions are timely, accurate, organized, and aligned with OSIRC needs and priorities.

The specialist will also provide broader human resources and workforce-management support throughout the employee lifecycle as organizational requirements arise.

Background

The Department of Commerce Office of Security, Insider Risk and Continuity (OSIRC) provides Department-wide security programs, policies, services, and oversight supporting Commerce personnel, facilities, information, and operations.

Within OSIRC, the Administrative and Management Office (AMO) supports the Immediate Office of the Deputy Assistant Secretary for Security, Insider Risk and Continuity. AMO provides organizational and management support across areas that include human resources, workforce administration, training and development, and related business operations.

The Human Resources Specialist will support OSIRC's management of HR activities involving both current and prospective employees. The position will work with AMO leadership, hiring managers, senior leaders, employees, and Department human resources professionals to help ensure hiring and workforce-management activities are timely, accurate, organized, and aligned with OSIRC priorities.

Responsibilities

Apply knowledge of Federal Government human resources regulations, guidelines, directives, principles, and practices to support OSIRC talent acquisition, staffing, and workforce initiatives.
Provide primary support for staffing and hiring initiatives across OSIRC.
Engage with hiring managers, senior leaders, and AMO management to identify staffing requirements, establish priorities, and coordinate hiring actions.
Coordinate with OHRM talent acquisition professionals and other Federal human resources stakeholders throughout the staffing and hiring process.
Review and coordinate job codes, position descriptions, specialized-experience requirements, job announcements, and related staffing documentation to ensure they are current and accurately reflect office needs.
Review draft job announcements for alignment with current OHRM guidance and protocols and ensure current forms, templates, and supporting documentation are used.
Track staffing actions and hiring activities to help ensure they are processed accurately and in an organized manner consistent with OSIRC priorities.
Maintain awareness of and document the status of pre-employment requirements, including background investigations, fingerprints, suitability determinations, required medical requirements, and related actions.
Provide support in other human resources and workforce-management areas, including personnel administration, training and development, performance appraisals, awards, and recurring employee requirements.
Track recurring workforce requirements such as mandatory training, Individual Development Plans, performance plans, work schedules, and related administrative requirements.
Assist new employees throughout onboarding, including coordination of transit benefits, business cards, Time and Attendance registration, information technology equipment, and other administrative requirements.
Support the development and delivery of the OSIRC new-employee orientation program and coordinate with appropriate subject-matter experts across the organization.
Support employee offboarding and out-processing activities, including leave audits, lump-sum documentation, close-out ratings, property close-out, and related actions.
Participate in routine meetings with OPM, OHRM, AMO management, hiring managers, employees, contractors, and other stakeholders as required.
Maintain HR-related records, forms, files, and tracking information using applicable Government information technology systems.
Use Microsoft Outlook, Word, Excel, and Adobe Acrobat Professional for correspondence, tracking, forms, reports, and records.
Communicate complex staffing and workforce matters clearly to employees, managers, senior leaders, and human resources professionals.
Provide strong customer service while working effectively both independently and as part of a team.
Perform special studies or process reviews to identify opportunities to improve OSIRC staffing, workforce-management, and administrative processes.
Perform other related and within-scope human resources duties as assigned.

Qualifications

6 years of demonstrated hands-on experience supporting Federal Government talent acquisition, staffing, or hiring actions.
Demonstrated knowledge of Federal Government human resources management regulations, guidelines, principles, practices, and processes.
Experience reviewing or coordinating job announcements, position descriptions, job codes, specialized-experience requirements, staffing forms, and related hiring documentation.
Experience coordinating with hiring managers, senior leadership, Federal human resources professionals, employees, and other organizational stakeholders.
Experience working with OHRM, OPM, or a comparable Federal human resources organization is strongly preferred.
Experience tracking multiple staffing actions, hiring requirements, deadlines, and employee cases simultaneously.
Experience supporting additional aspects of the employee lifecycle, such as onboarding, workforce administration, training and development, performance management, awards, or offboarding.
Strong organizational skills and attention to detail.
Strong written and verbal communication skills.
Ability to communicate professionally with personnel at all organizational levels, including senior leadership.
Strong customer-service skills and ability to work independently with minimal supervision.
Ability to appropriately handle sensitive personnel information and personally identifiable information.
Proficiency with Microsoft Outlook, Word, and Excel.
Experience using Adobe Acrobat Professional.

Preferred Qualifications

Experience supporting human resources within a Federal Government environment.
Experience working with OPM, OHRM, or another federal human capital or talent acquisition organization.
Experience reviewing position descriptions, specialized experience requirements, job codes, vacancy announcements, and federal staffing documentation.
Experience supporting federal recruiting, hiring, or talent acquisition activities.
Experience tracking background investigations, fingerprints, suitability determinations, medical requirements, or other pre-employment actions.
Experience supporting employee onboarding, orientation, offboarding, or out-processing.
Experience supporting training, Individual Development Plans, performance plans, awards, or other workforce-management programs.
Experience maintaining HR records and tracking multiple personnel actions simultaneously.

Education

B.S./B.A. degree or equivalent.

Location and Work Hours

This position is 100% on-site and requires daily reporting to the following location

Work Schedule: Standard business hours, Monday through Friday. Typically 8:00 a.m. – 4:30 p.m.

This role is not eligible for remote or telework arrangements. Candidates must reside within a reasonable commuting distance of the worksite and be able to reliably report on-site as required.

This position follows a standard 40-hour work week, Monday through Friday.

The candidate must currently reside within commutable distance to the work location.

Compensation

The compensation range for this position is $30.00- $40.00 per hour. Compensation will be discussed in greater detail with candidates who advance in the interview process, allowing for a comprehensive evaluation of qualifications and alignment with role requirements.

Final compensation will be determined at the Company’s discretion based on a variety of factors, including but not limited to relevant experience, skills, education, internal equity, geographic location, and contract requirements. Not all candidates will be eligible for the upper end of the salary range.
